About this file

This document is a Sources Sought Questionnaire for the Defense Logistics Agency (DLA) seeking manufacturers for the Induction Compass Transmitter (T-611A), a critical navigation component for UH-60 Black Hawk aircraft. The questionnaire seeks detailed information from potential manufacturers regarding their capabilities, including past performance in aviation manufacturing, engineering qualifications, airworthiness qualification experience, inventory management, and specifically their ability to manage design obsolescence (DMSMS) issues.

The Sources Sought announcement targets manufacturers who can produce the T-611A compass transmitter, which is a sealed unit mounted in aircraft wings or body that detects magnetic field directions. The government currently lacks the complete technical data package and is conducting market research to determine potential sources. Interested companies must demonstrate capability to manufacture the item, obtain airworthiness certification, and meet military specifications. Responses are due by 12 June 2025, and companies are asked to provide comprehensive information including company details, past performance, engineering capabilities, and technical qualifications. This is not a formal solicitation, but a market research effort to assess potential competitive sources, potentially including small business set-asides.

16. Does the offeror use a specific planning horizon for monitoring DMSMS Issues (e.g., monitor PDN’s, 2 years, 5 years)? Is it different for different items (e.g., electronic, mechanical, COTS)?

17. What tools or commercial services does the offeror use to monitor the BOM for DMSMS Issues?

18. How does the offeror generally monitor COTS items and commercial software for availability issues? Are these procedures documented?

19. How does the offeror generally monitor subcontractor managed Non-Development Items (NDI) assemblies (i.e., NDI which do not meet the FAR definition of a commercial item) in the design for DMSMS Issues?

20. When was the Bill of Materials (BOM) for this system last reviewed for DMSMS or Obsolescence Issues?

21. If the BOM is being regularly monitored for obsolescence issues, are the issues identified mitigated?

22. Notwithstanding the previous two questions, what is the offerors overall assessment of the current obsolescence health of the design. Specifically, are there any known obsolete parts or predicted DMSMS Issues whose resolution should be included in the contract at award?

23. Does a list of items which are or should be proactively monitored exist and does the offeror recommend that it be used on this contract?

24. Does the system contain any subcontractor managed privately developed Non-Development Items (NDI) which do not meet the FAR definition of a commercial item and how will these Non-Development Items (NDI) and their parts be proactively monitored for DMSMS Issues?

25. Does the offeror anticipate any intellectual property rights issues with the periodic delivery of a DMSMS BOM which shows the actual manufacturer and p/n)?
