About this opportunity
The Federal Aviation Administration (FAA) is conducting a market survey to identify potential sources for satellite telecommunications multiplexers and related equipment. The agency seeks commercial off-the-shelf (COTS) hardware, specifically 28 MEMOTEC SDM9140E-39 satellite routers, interface cards, base units, and associated cables and accessories. This pre-solicitation notice is designed to assess market capabilities and determine the potential for a competitive procurement, with all interested businesses encouraged to respond, including small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms. Responses must be submitted via email to Olivia.A.Hill@faa.gov by 5:00 p.m. CST on March 25, 2025, with the understanding that this is an informational market survey and not a formal solicitation. The FAA will use the submitted information to evaluate potential competition strategies, which may include a full and open competition or a set-aside for specific business types.
The procurement does not currently have a specific set-aside designation, though the FAA is considering options for small businesses or socially and economically disadvantaged businesses certified in the SBA's 8(a) Program. The detailed equipment list includes 28 satellite routers, multiple interface cards (QUAD E&M, FXO, and FXS), base units, and various connecting cables, totaling several dozen pieces of specialized telecommunications equipment. Interested firms that are SBA 8(a) certified are required to submit a copy of their certification letter with their response. No specific budget or award value is mentioned in the notice, and the FAA explicitly states that they will not reimburse vendors for any costs associated with preparing market survey responses. The survey includes a standard two-year hardware warranty and an annual service charge for phone support during the first 12 months following purchase.
