About this opportunity
The U.S. Army Combat Capabilities Development Command (DEVCOM) Analysis Center is seeking research and development services to support the Army's Future Force Modernization Enterprise (FFME). The pre-solicitation notice requests sources for innovative data analysis methods and software platforms, focusing on technical support across multiple domains including ballistic and directed-energy weapon experimentation, blast and shock modeling, C5ISR testing, injury biomechanics research, and chemical, biological, radiological, and nuclear defense system performance analysis. Key contract objectives include developing state-of-the-art methods for data analysis and creating advanced software platforms to support Army modernization efforts. Responses are due by 1:59 pm EST five business days from the posting date (March 17, 2025), with interested parties required to submit details about their capabilities, business type, and past performance. Potential contractors must specify how they can meet the performance work statement requirements and provide information about their business classification.
The solicitation is particularly encouraging participation from small businesses, including those with special designations such as HUBZone, 8(a), Service-Disabled Veteran-Owned, Women-Owned, and Economically Disadvantaged Women-Owned Small Businesses. The contract will be performed at Aberdeen Proving Ground, Maryland, with a total performance period of five years, consisting of one base year and four option years. The NAICS code 541715 applies, with a size standard of 1,000 employees, and the proposed solicitation number is W911QX25R0006. While no specific award value is mentioned, the comprehensive scope suggests a significant research and development contract that will require advanced technical capabilities in multiple scientific and engineering domains. Contractors will be expected to produce monthly reports, technical documents, presentations, and source code, with strict requirements for security, safety, and operational security.
