About this opportunity
The Naval Facilities Engineering Command (NAVFAC Southwest) is conducting a sources sought synopsis for the P1500 Palau Port and Harbor Improvements project in the Republic of Palau. The project involves comprehensive infrastructure upgrades to the Malakal Wharf, including pile-supported structural improvements, concrete pavement installation, new bulkhead walls, dredging of wharf berths and entrance channels, and site preparation activities. Prospective contractors must demonstrate extensive experience with design-bid-build projects over $100 million, specifically in marine infrastructure construction, and possess proven capabilities in the Indo-Pacific region. The government will evaluate potential sources based on experience, financial capacity, and bonding capabilities for large-scale maritime construction projects. Responses to the sources sought questionnaire are due by 2:00 PM on March 19, 2025, and must be submitted via email to kenneth.d.redmond2.civ@us.navy.mil, with complete information provided as no subsequent clarifications will be requested.
This market research opportunity is not a formal solicitation and carries no set-aside designations for specific business types, though the questionnaire requests information about business classifications such as 8(a), HUBZone, WOSB, and SDVOSB. While no specific award value is explicitly stated, the project scope suggests a potential contract range between $25 million and over $1 billion for comprehensive port and harbor infrastructure improvements. The project encompasses extensive site work including demolition, utility relocation, environmental abatement, and construction of supporting structures like a guard shack, fire pump house, maintenance shed, and warehouse. Key technical requirements include dredging to accommodate Navy ships, replacing channel markers, providing navigation aids, and performing complex site grading and utility improvements. The geographic focus is specifically on Palau, with a preference for contractors demonstrating previous construction experience in the Palau and Yap regions.
