About this opportunity
The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is conducting a market survey to identify alternative sources for Mass Notification Remote Terminal Units (RTUs) that match the performance and approval specifications of the Federal Signal Mass Notification RTU, UVRI-B Ultra Voice model. This pre-solicitation notice does not constitute a formal request for proposals, quotes, or an invitation to bid, but rather seeks detailed technical data to determine if comparable products can meet the government's requirements. The RTU must comply with National Fire Codes (specifically NFPA 72), maintain electrical and operational compatibility with the Base Emergency Communication Control at Joint-Region Marianas Emergency Management Center, and provide secure communication capabilities resistant to jamming, spoofing, hacking, and eavesdropping. Additionally, the unit must broadcast live voice signals and prerecorded messages to in-building mass notification systems, support interface with self-amplified speakers, and hold UL listing for service. Interested parties must submit detailed technical data by March 31, 2026, for comprehensive evaluation of product compatibility with existing systems.
This pre-solicitation notice carries no set-aside designation and is associated with Fiscal Year 2024 Military Construction funding for Joint Region Marianas Project 678 at Marine Corps Base Camp Blaz, Guam. The current incumbent product is the Federal Signal Mass Notification RTU, UVRI-B Ultra Voice, which serves as the benchmark for comparative evaluation. No specific award value or budget range is disclosed in this market research notice, nor is a quantity of units specified, as the survey aims to establish whether viable alternative sources exist before formal procurement action is initiated. The opportunity falls under NAICS Category 334310 (Audio and Video Equipment Manufacturing) and PSC Category 5830 (Intercommunication and Public Address Systems, Except Airborne). Responses submitted in accordance with FAR 15.201(e) are not considered binding offers and cannot form a contract without further government action.
