About this opportunity
The United States Space Force Space Systems Command (SSC) is issuing a Sources Sought Request for Information (RFI) to assess commercial marketplace capabilities for providing maintenance, specialized engineering support, installation, and sustainment services for the Ionospheric Ground Sensors (IGS) Program. The IGS Program encompasses two primary systems: the Next Generation Ionosonde (NEXION), an unmanned vertical incidence radar that collects bottom-side ionospheric measurements, and the Ionospheric Scintillation Total Electron Content (TEC) Observer (ISTO), a receive-only sensor network positioned along the magnetic equator. Required services include site surveys for system installation, spectrum analysis, cybersecurity compliance and accreditation in accordance with Risk Management Framework (RMF) standards, periodic and unscheduled maintenance, troubleshooting and problem resolution, and system hardware and software engineering support. The government is seeking information regarding commercial capabilities and experience from businesses of all sizes, with particular encouragement for small and small disadvantaged businesses. Responses must be submitted by January 12, 2026, and interested parties must be registered in the DoD Central Contractor Registry and comply with ITAR and EAR regulations. Submissions are limited to six pages in PDF or MS Word format (maximum 5 MB) and should be directed to the primary point of contact, Chaz Wisuri.
This is an undesignated procurement with no set-aside restrictions. The government has indicated that submitted information may be shared with support contractors from Odyssey Systems Consulting Group and Tecolote, suggesting these entities may have prior involvement with the program. The RFI does not specify an award value or budget range, as this is a preliminary market assessment tool rather than a formal solicitation. Services will be performed at various locations across the globe, reflecting the global nature of the IGS monitoring network that supports space weather analysis and forecasting for military communications and navigation systems. The effort falls under NAICS code 541330 (Engineering Services) and PSC code R425 (Support-Professional: Engineering/Technical). This RFI represents the initial phase of market research preceding a formal solicitation for IGS sustainment and engineering support services.
