About this file
This Sources Sought Request for Information (RFI) is issued by the United States Space Force Space Systems Command (SSC) for Ionospheric Ground Sensors (IGS) Sustaining and Engineering Support. The RFI seeks to assess commercial marketplace capabilities for maintaining, engineering, installing, and supporting two key systems: the Next Generation Ionosonde (NEXION), an unmanned vertical incidence low-power radar, and the Ionospheric Scintillation Total Electron Content (ISTO) Observer, a network of ground-based passive receivers. Required services include site surveys, spectrum analysis, system installation, cybersecurity compliance, periodic and unscheduled maintenance, troubleshooting, and technical support for existing and future IGS sites worldwide.
The sources sought announcement encourages responses from businesses of all sizes, with particular emphasis on small and small disadvantaged businesses. Interested parties must be registered in the DoD Central Contractor Registry, comply with ITAR and EAR regulations, and submit responses via email to the primary point of contact, Chaz Wisuri, by 12 January 2026. Submissions are limited to 5 MB, must be in PDF or MS Word format, and cannot exceed six pages. The NAICS code for this effort is 541330, and the government notes that submitted information may be shared with support contractors from Odyssey Systems Consulting Group and Tecolote.

The IGS Program Management Office (SSC/SYD 810/ETS) is currently assessing the commercial marketplace's capability and experience to provide maintenance, specialized engineering support, installation, expertise, and sustainment of IGS, which includes both the Next Generation Ionosonde (NEXION) and Ionospheric Scintillation Total Electron Content (TEC) Observer (ISTO). The sustainment and installation of IGS sites are performed at various locations across the globe, which include the following tasks:
• Site surveys for installation of NEXION and ISTO systems
• Spectrum Analysis for IGS sites
• Installation of NEXION and ISTO sites, along with follow-on systems testing
• Cybersecurity compliance and accreditation, in accordance with Risk Management
Framework (RMF) standards
• Periodic maintenance, along with unscheduled maintenance service visits
• Troubleshooting, system problem tracking, resolution, and management
• System hardware and software engineering, production, integration installation and testing, along with technical support
IGS is comprised of NEXION and ISTO; NEXION is an unmanned commercial-off-the-shelf (COTS) vertical incidence low-power radar that measures the overhead ionosphere, while ISTO is a network of ground-based passive receivers that monitors scintillation. There are currently operational NEXION and ISTO sites throughout the world that are maintained/sustained, with more sites to be fielded in the future.
Original Sources Sought notice will be posted on the website below:
