About this opportunity

The U.S. Securities and Exchange Commission (SEC) is conducting market research to identify businesses capable of providing a web-accessible research platform with historical fixed-income securities data for corporate issuers. The agency is seeking a Commercial Off-the-Shelf (COTS) subscription product that contains comprehensive data on fixed-income securities, including details about corporate issuers, issue-specific information, and post-issuance data. Potential vendors must submit a three-page summary/cover letter, demonstrate SAM.gov registration, provide company details including business size and socio-economic status, and describe their subscription product's ability to meet SEC requirements. Respondents must also include a price estimate covering a 12-month base period and four 12-month option periods. Key deadlines include May 12, 2025, at 12:00 PM ET for submitting questions and May 19, 2025, at 12:00 PM ET for submitting responses, with all communications to be sent to Pleshette Brown via email.

The sources sought notice does not currently have a specific small business set-aside, but the SEC intends to use the responses to determine if the acquisition can be reserved for small businesses. The draft Statement of Work requires a data platform covering at least 15 years of historical fixed-income securities information, with annual updates and comprehensive data elements including industry codes, ticker and exchange listings, call/put schedules, credit ratings, bond transactions, and bankruptcy details. While no specific award value is mentioned, the procurement will be for a subscription-based service with a potential five-year duration (one base year and four option years). The SEC emphasizes that this is a market research exercise and not a formal solicitation, and that submitted responses are voluntary and will become government property. All submissions will be handled with proprietary information protections, and respondents are advised that signed non-disclosure agreements will be in place for those reviewing the sources sought responses.
