The Department of the Air Force, through the 18th Contracting Squadron, issued a sources-sought announcement on October 8, 2026 to identify qualified contractors for the construction of ten Earth Covered Magazines (ECMs) at Okinawa, Japan, with responses due by October 21, 2026. This is market research only and does not constitute a formal solicitation or commitment to award.

The project requires engineering and construction of blast-resistant ammunition and explosives storage facilities meeting U.S. military safety and security standards. Scope includes reinforced concrete structures, blast-mitigation engineering with steel blast doors, earth cover backfill and grading operations, and integration of lightning protection systems and perimeter security components.

Interested contractors must submit a completed questionnaire addressing company profile, SAM registration status, DUNS number or UEI, relevant experience constructing ECMs or comparable hardened structures within the past five years, prior work on U.S. military installations in Japan under Status of Forces Agreement compliance, licensing and bonding capability, design-build or progressive design-build experience, capacity assessment for the 2027–2029 performance window, and recommendations on acquisition approaches including conventional Design-Build versus Progressive Design-Build and preference between FAR-based contracts and Other Transaction Agreements under 10 U.S.C. 2808a. The questionnaire also requests identification of top three acquisition risks with proposed risk allocation and factors that would cause the contractor not to pursue the opportunity.

Introduction & Purpose

The Department of the Air Force, through the 18th Contracting Squadron (18 CONS/PKC), is issuing this Sources Sought announcement to conduct market research. The primary objective is to identify qualified contractors with the specialized capabilities required for the construction of 10 Earth Covered Magazines (ECMs) at Okinawa, Japan. 

This notice is for planning and market research purposes only. It does not constitute a formal solicitation, Request for Proposal (RFP), or an invitation for bid, nor does it represent a commitment or obligation by the U.S. Government to award a contract. 

2. Scope of Work & Project Requirements

The intended outcome of this project is to deliver robust, blast-resistant storage infrastructure that satisfies stringent U.S. military safety and security standards for munitions and explosives handling. 

The scope of construction involves engineering and building ten (10) standard or specialized ECMs, which include:

  • Reinforced Concrete Structures: Engineering and pouring heavy-duty reinforced concrete floors, structural walls, and integrated roof slabs. 
  • Blast-Mitigation Engineering: Installing reinforced steel blast doors and blast-resistant components designed to mitigate internal or external explosion risks. 
  • Earth Cover Operations: Backfilling and grading a dense earth cover layer over the top and sides of the concrete shell to optimize safety and containment parameters. 

System Integrations: Installing specialized lightning protection systems (LPS), grounded electrical infrastructure, and robust perimeter/structural security components.

3.  Requested Responses

Interested contractors possessing the capabilities to perform this localized work in Okinawa should submit the attached questionnaire. Responses must be comprehensive and include the following information:

  • Company Profile: Official company name, physical address, point of contact details, DUNS number / Unique Entity ID (UEI), and active registration status on SAM.gov
