About this opportunity

The Federal Aviation Administration (FAA) is seeking qualified sources to perform a comprehensive elevator repair and refurbishment project at the Syracuse International Airport Air Traffic Control Tower. The pre-solicitation notice invites vendors to submit statements of interest as part of market research and acquisition strategy development for a Firm Fixed Price contract. Interested vendors must provide a capability statement, programmatic approach, rough order of magnitude cost estimate, and feedback on the draft Statement of Work by May 9, 2025. The FAA will evaluate submissions based on technical capability, small business status, and local vendor participation. Respondents are required to include detailed company information, relevant qualifications, previous similar contracts, and confirm their ability to meet all specified requirements.

The pre-solicitation notice encourages participation from Service-Disabled Veteran Owned Small Businesses (SDVOSB) and 8(a) program participants, with potential set-aside considerations for small businesses or local vendors. While no specific incumbent contractor is mentioned, the project involves a comprehensive 60-calendar day elevator refurbishment that includes replacing nearly every component of the existing elevator system. The contract will potentially include one year of mandatory maintenance service with optional pricing for four additional years. The project scope covers extensive electrical and mechanical upgrades, including a new microcomputer-based traction controller, Variable Voltage Variable Frequency motor driver, and compliance with ASME A17.1-2019 Safety Code for Elevators and Escalators. The FAA will ultimately award the contract to the lowest price, technically acceptable bidder.
