About this opportunity
The Billings Area Indian Health Service is conducting market research through a Sources Sought Notice to identify qualified vendors for annual preventive maintenance services on optometry ancillary testing equipment at the Crow Service Unit in Montana. The services encompass comprehensive maintenance for specialized optical equipment from manufacturers including Carl Zeiss Meditec, Oculus, Nidek, Topcon, and Righton across three facilities: Crow/Northern Cheyenne Hospital, Lodge Grass Health Clinic, and Pryor Health Station. Contractors must hold active Original Equipment Manufacturer certifications for ophthalmic instruments and provide certified technicians capable of performing visual inspections, cleaning, calibration, electrical safety tests, and performance verification. Evaluation will focus on demonstrated capability, relevant experience, and the ability to provide comprehensive equipment maintenance services as detailed in the statement of work, with generic capability statements being considered non-responsive. Interested parties must submit their responses including a detailed capability statement and completed Buy Indian Act Indian Economic Enterprise Representation Form by July 3, 2025, at 3:00 PM MDT to Kenneth.Nicholson@ihs.gov.
This opportunity is designated as a Buy Indian set-aside, specifically targeting Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEEs) that meet the 51% Indian ownership requirement under the Buy Indian Act. The contract carries a total value of $34.0 million and falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. The contract structure includes an initial twelve-month base period with four optional 12-month extensions, potentially spanning up to five years of service delivery. The maintenance services will support optometry equipment serving approximately 6,000 tribal members in this rural Indian Health Service region, with contractors required to provide remote support during normal business hours and on-site troubleshooting within 72 hours when needed. No incumbent contractor information was provided in the documentation, suggesting this may be a new procurement or recompetition of existing services.
