About this opportunity

The Department of the Army Corps of Engineers Fort Worth District is conducting market research for construction of an 8,000 square-foot drive-through depot maintenance shop for non-destructive testing at Red River Army Depot, Texas, with responses due November 13, 2026. The project will be structured as an Other Transaction Agreement under 10 U.S.C. 2808a, not subject to FAR, and the Government is evaluating three delivery methods: Progressive Design-Build, Design-Build to Budget, or Construction Management at Risk.

The construction cost limit is $8,175,103, with an estimated target price range of $8,000,000 to $8,500,000 and a programmed amount of $8,100,000. The facility will consolidate NDT operations for tactical and combat vehicles, including radiation protective shielding for x-ray equipment and capability for ultrasonic, dye penetrant, magnetic particle inspection, and laser scanning. The existing x-ray facility will be demolished. Performance location is Red River Army Depot, Texas; site personnel require mandatory background checks and possess-access clearances due to cantonment-area security requirements.

The Government currently holds 65% design and prefers to retain the existing architect-engineer, though willing to revert to 35% design for collaborative refinement. Phase 1 award is projected for August 2027 (solicitation release January 2027, proposals February 2027, award April 2027), with construction requiring approximately 540 calendar days from Notice to Proceed. The Government seeks feedback on innovative methodologies including modular prefabrication, large-scale 3D printing, self-healing concrete, and high-performance insulation. An off-ramp clause permits the Government to retain design and procure construction separately if Phase 2 GMP negotiations fail.

Responses must be submitted through ProjNet (Project ID 520249, Key HN7RK8-HPTEHG); technical questions close November 6, 2026. A virtual industry day will be scheduled with details posted on SAM.gov.

SOURCES SOUGHT- MARKET RESEARCH ONLY

  1. Title: Non-Destructive Testing Facility
  2. Location: Red River Army Depot, Texas

Scope: Construct an 8,000 SF Drive-through Depot Maintenance Shop for the non-destructive testing (NDT) of tactical vehicles, combat vehicles, and vehicle components. NDT is required to evaluate the integrity of welds, internal defects, structural capability, and condition of asset materials. The facility will include radiation protective shielding to allow for the existing x-ray equipment to be safely utilized at full potential and permit upgrades and improvements to the industrial x-ray system. The building will also facilitate the consolidation, expanded capability, as well as training for other NDT equipment including ultrasonic, dye penetrant, magnetic particle inspection, and laser scanning operations. The existing x-ray facility will be demolished.

The Target Price Range (TPR): The Government has established a TPR for construction estimated to be between $8,000,000 and $8,500,000. The Construction Cost Limit (CCL) is estimated at $8,175,103.00 with a total Programmed Amount (PA) of $8,100,000.
