About this opportunity

The United States Army Contracting Command is seeking sources to provide and install an Intrusion Detection System (IDS) for a new Base Load Ammunition Holding Area (BLAHA) at Camp Bondsteel in Kosovo. The project requires a comprehensive security system covering a 70m x 120m perimeter, including microwave transmitters/receivers, cable sensors, control units, and monitoring equipment capable of detecting various intrusion types. Potential contractors must submit a detailed capability statement by December 6, 2024, at 2:00 PM Central European Time to SFC Dawit Gebreyesus via email. The evaluation will focus on the contractor's ability to manage the project, technical competence, and capacity to perform the required tasks. Respondents must provide at least one and up to three similar project references completed within the last ten years, demonstrating comparable size, scope, and complexity.

The pre-solicitation notice does not indicate any specific small business set-aside, and no incumbent contractors are mentioned. The contractor must comply with Army Regulation 190-11, UFC 4-021-02, and other Department of Defense standards, and provide system design documentation, user manuals, and maintenance manuals. The work must align with the BLAHA construction schedule, with potential performance impacts reflected in the contractor's CPARS rating. The project will require the contractor to supply all necessary personnel, equipment, and materials, with electrical power to be provided by the government. The NAICS code for this opportunity is 561621 (Security Systems Services), suggesting the government is targeting specialized security system providers.
