About this opportunity

The United States Air Force Atmospheric Early Warning System (AEWS) Program Management Office, operating under the Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base, is conducting market research through a Request for Information to identify contractors capable of performing comprehensive structural analyses on radar towers supporting the AN/FPS-117 radar system. This analysis is required to support the planned installation of new, modern radomes across the radar network. The work involves detailed structural assessments of loads, environmental conditions, seismic factors, and foundation integrity for radar tower sites, with final deliverables requiring stamped engineering reports from licensed Professional Engineers. Interested parties must demonstrate technical capabilities, past performance, proper licensing, and provide input on acquisition strategy and logistical challenges. Responses are limited to 15 pages and must be submitted electronically in PDF format by 2:00 PM Mountain Daylight Time on September 15, 2025, to the specified points of contact including Lead Program Manager Dustin Seidl, Contract Officer Chris Jarman, and Contract Specialist Cameron Tucker.

This opportunity does not include any set-aside designations and is open to all qualified contractors. The structural analysis work encompasses 27 radar tower sites distributed across four geographic regions: 15 sites in Alaska, 10 sites in Canada, 1 site in Hawaii, and 1 site in Utah. While no specific contract values or budget ranges are provided in this RFI, respondents are requested to include rough order of magnitude cost estimates in their submissions. The government is seeking industry feedback on potential contracting structures, including options for a single comprehensive contract, regional contracts, or separate contracts for U.S. and Canadian sites. The remote locations of many sites present significant logistical challenges for site visits and data collection activities. No current incumbents or existing contractors are identified in the documentation, as this represents an initial market research phase to inform future acquisition strategy development.

Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

The United States Air Force (USAF) AEWS Program Management Office is conducting market research to identify parties having an interest in and the resources to perform a comprehensive structural analysis on the radar towers supporting the AN/FPS-117 radar system. This analysis is required to support the planned installation of new, modern radomes. The purpose of this RFI is to gain a better understanding of industry capabilities, inform the acquisition strategy, and refine the requirements for a potential future solicitation. The Government is seeking feedback on the technical approach, potential contracting structures, and logistical challenges associated with this effort. For full details, see Attachment 1_AEWS Tower Surveillance.

Responses are due by 2:00 PM Mountain Daylight Time (MDT) 15 September 2025.
