About this file
This is a Request for Information (RFI) issued by the United States Air Force (USAF) Atmospheric Early Warning System (AEWS) Program Management Office to conduct market research for a comprehensive structural analysis of radar towers supporting the AN/FPS-117 radar system. The RFI seeks industry feedback on technical capabilities, contracting approaches, and logistical challenges for analyzing 27 radar tower sites located across Alaska (15 sites), Canada (10 sites), Hawaii (1 site), and Utah (1 site). The analysis must determine each tower's capacity to support new radomes, involving detailed structural assessments of loads, environmental conditions, seismic factors, and foundation integrity, with final deliverables requiring a stamped engineering report from a licensed Professional Engineer.
Interested parties are requested to submit a 15-page response by 15 September 2025, addressing company information, technical capabilities, past performance, licensing, acquisition strategy, and a rough order of magnitude cost estimate. The RFI specifically seeks input on potential contract structures (single contract, regional contracts, or separate U.S. and Canadian contracts), logistics for site visits in remote locations, and potential project risks. Responses should be submitted electronically in PDF format to the listed points of contact: Dustin Seidl (Lead Program Manager), Chris Jarman (Contract Officer), and Cameron Tucker (Contract Specialist).

1.0 INTRODUCTION & PURPOSE
The United States Air Force (USAF) AEWS Program Management Office is conducting market research to identify parties having an interest in and the resources to perform a comprehensive structural analysis on the radar towers supporting the AN/FPS-117 radar system. This analysis is required to support the planned installation of new, modern radomes.
The purpose of this RFI is to gain a better understanding of industry capabilities, inform the acquisition strategy, and refine the requirements for a potential future solicitation. The Government is seeking feedback on the technical approach, potential contracting structures, and logistical challenges associated with this effort.
2.0 BACKGROUND
The AN/FPS-117 radar system is a critical air defense asset. The AEWS fleet consists of 27 radar systems located at remote and semi-remote sites. To ensure the continued structural integrity of the radar towers and the safety of personnel, a detailed structural analysis must be performed.
The 27 sites are geographically dispersed as follows:
• Alaska (AK): 15 sites
• Canada (CAN): 10 sites
• Kauai Hawaii (HI): 1 site
• Utah (UT): 1 site
3.0 DRAFT SCOPE OF WORK
The contractor shall be required to provide all labor, tools, and services necessary to perform a comprehensive structural analysis of the existing radar towers. The analysis must determine the tower's capacity to support the new radome under all relevant environmental conditions.
Key analysis requirements include, but are not limited to:
• Analysis of loads from the new radome (weight, wind profile, drag).
• Analysis of environmental loads in accordance with ASCE 7-16 standards (or latest version) and relevant Canadian codes, including wind, snow, and ice loading.
• Seismic analysis appropriate for each site's location.
• Analysis of the tower foundation and anchorage.
• The final deliverable for each site will be a detailed structural analysis report, stamped and signed by a Professional Engineer (PE) licensed in the appropriate U.S. state (AK, HI, UT) or a Professional Engineer (P.Eng.) licensed in the appropriate Canadian province. The report must provide a clear determination of the tower’s adequacy or specify any required modifications.
4.0 INFORMATION REQUESTED
Interested parties are requested to provide a response, not to exceed 15 pages , addressing the following areas:
A. Company Information:
1. Company Name, Address, CAGE Code, and UEI.
2. Point of Contact (Name, Title, Email, Phone).
3. Business Size and any applicable socio-economic classifications (e.g., Small Business, 8(a), Woman-Owned, etc.).
B. Technical Capability and Past Performance:
1. Describe your company's experience performing structural analyses on communication, radar, or similar steel lattice towers.
2. Provide specific examples of past projects performed in arctic, sub-arctic, or other remote/austere environments.
3. Describe your firm’s capabilities and experience with the specific load analyses required (wind, ice, seismic).
4. Describe how many hours or days work is expected to perform an analysis on site
5. Describe how many calendar days in which a report may be submitted after performing an analysis.
C. Licensing and Certification:
1. Does your firm have Professional Engineers (PEs) licensed in Alaska, Hawaii, or Utah on staff? If not, describe your plan to meet this requirement (e.g., obtaining licensure, subcontracting).
2. Crucially, describe your firm's capability to perform and certify engineering work in Canada. Do you have Canadian Professional Engineers (P.Eng.s) on staff or an established partnership/teaming agreement with a qualified Canadian engineering firm?
Please specify.
D. Acquisition Strategy and Approach:
1. Contract Structure: From your professional perspective, what would be the most effective contracting strategy?
• A single contract for all 27 sites?
• Two contracts (one for U.S. sites, one for Canadian sites)?
• Multiple regional contracts?
• Please explain the rationale, risks, and benefits for your recommended approach.
2. Logistics: Briefly describe your conceptual approach to managing the logistics of site visits and data collection across these 27 geographically dispersed and remote locations.
3. Risk: What are the primary technical, logistical, or administrative risks you foresee with this project?
E. Rough Order of Magnitude (ROM): To assist with budgetary planning, please provide a non-binding ROM cost for the analysis of:
• Analysis of a single radar tower
• A single technical report
