About this opportunity
The United States Air Force's Atmospheric Early Warning System (AEWS) Program Management Office at Hill Air Force Base is conducting market research through a Request for Information to identify potential sources capable of designing, developing, and producing a Form, Fit, and Function replacement slip ring for the AN/FPS-117 radar system. The procurement involves a complex technical requirement including 6 coaxial rotary joints, 8 coaxial slip rings, 50 signal slip rings, 6 control slip rings, and 5 power slip rings that must meet stringent environmental qualifications including operating temperatures from -40 to +58 degrees Celsius and a mean time to failure of 125,000 hours. The Air Force is seeking capability statements, technical approaches, and rough order of magnitude cost estimates from interested companies to support budget development for a Research, Development, Test & Evaluation program. Companies must submit their responses by 2:00 PM Mountain Daylight Time on September 15, 2025. This RFI is strictly for market research and planning purposes and does not constitute a commitment to issue a future solicitation or contract.
This opportunity does not include any set-aside designation and is open to all qualified contractors. The RFI does not identify any incumbent contractors or provide specific award values, as the Air Force is using the responses to develop budget submissions for the RDT&E program rather than soliciting immediate procurement. The project is structured as a three-phase approach beginning with reverse engineering and design in Phase I, followed by prototype development and qualification in Phase II, and concluding with production in Phase III. The Air Force emphasizes that all costs associated with responding to this RFI will be at the interested party's expense, and no payment will be made for information or administrative costs incurred in preparing responses. Companies are requested to include their small business status as part of their response submissions.
Notice text
This is a Request for Information (RFI) issued by the United States Air Force. This RFI is for market research and planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service. The Air Force will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense.
The purpose of this RFI is to identify potential sources, capabilities, and a Rough Order of Magnitude (ROM) cost and schedule to design, develop, and produce a Form, Fit, and Function (FFF) replacement for a radar slip ring. This information will be used to develop a budget submission for a Research, Development, Test & Evaluation (RDT&E) program. For full details, see Attachment 1_FPS-117 Slip Ring
Responses are due by 2:00 PM Mountain Daylight Time (MDT) 15 September 2025.
