About this opportunity

The National Institute of Standards and Technology (NIST) is conducting a sources-sought market research for two 12 GHz Vector Signal Generators, with responses due June 17, 2026. This is not a request for quotation and does not commit the Government to contract award. NIST will use responses to determine whether at least two qualified small businesses can meet the requirement; if so, the eventual solicitation will carry a small-business set-aside across all applicable categories (SB, SDB, WOSB, HUBZone, SDVOSB, VOSB).

Equipment will be delivered to NIST-Boulder (325 Broadway, Boulder, CO 80305, Attention: Pete Hopkins, Mail Stop 676.01). The procurement supports microwave measurement science development for cryogenic quantum computing circuits and systems. Both systems must be from the same manufacturer to ensure compatibility with remote programming, operation, and phase-locking. The specified equipment is Rhode & Schwarz SGS100A brand name or equal, with frequency range of 100 MHz to 12 GHz, output power range of −110 dBm to +15 dBm, quadrature modulated (I/Q) output, frequency error less than 0.1 PPM, and I/Q modulator bandwidth greater than 500 MHz for 2–12 GHz operation. One-year base manufacturer warranty is acceptable.

Responding vendors must hold an active Unique Entity Identification Number (UEI) on SAM.gov at award and possess an Export Control Classification Number (ECCN). Software and electronic manuals must be provided. On-site inspection and acceptance testing will be required. NAICS 334515 applies; small-business size standard is 750 employees.
