About this file
This is a Detailed Product Specifications document for a federal procurement of 12 GHz Vector Signal Generators by the CTL/Quantum Communications Division, Scalable Quantum Computing Group.
The Government requires two precision vector signal generators with quadrature modulated (I/Q) output capable of synthesizing pulsed microwave frequencies from 100 MHz to 12 GHz with an output power range of -110 dBm to +15 dBm. The specified equipment is Rhode & Schwarz SGS100A brand name or equal. Minimum electrical specifications include frequency error less than 0.1 PPM, I/Q modulator bandwidth greater than ±500 MHz for 2-12 GHz operation, spectral purity requirements (harmonics <-30 dBc, nonharmonics <-50 dBc, subharmonics <-60 dBc, wideband noise <-130 dBc), SSB phase noise <-100 dBc at 20 kHz carrier offset, fast setting time less than 1 ms, RF 50 ohm SMA connections, 1.0 GHz or higher reference frequency clock with <1 PPM stability, remote control capability via Ethernet and USB, and standard 110V 60 Hz AC input with power consumption under 100W. Physical specifications mandate a small form factor (maximum 19" by 1U high, weight <15 lb) to allow multiple units in a single electronics rack while maintaining flexibility for individual relocation. Environmental specifications require operation at 0°C to 40°C ambient temperature with warm-up time under 15 minutes. Equipment must be new with original manufacturer's full warranty and U.S.-based service support. NIST will perform final inspection and testing within 14 days of delivery, including validation of I/Q modulator bandwidth, remote programming functionality, phase noise performance, and power output specifications.

Detailed Product Specifications for 12 GHz Vector Signal Generator CTL/Quantum Communications Division
Scalable Quantum Computing Group
Statement of Need:
The Government requires 2 precision vector signal generators with quadrature modulated output (I/Q) and a high dynamic range (output power range: -110 dBm to +15 dBm). Both generators are needed to synthesize pulsed microwave frequencies in the 100 MHz to 12 GHz band. The type of I/Q modulated pulses we need requires a modulator with 500 MHz bandwidth or higher. In some applications, these generators need to be interconnected to each other and “phase-locked” so their outputs remain synchronized over a time period of days.
We have found that to accomplish this, the phase-locking must be to a 1 GHz (or higher) frequency clock (reference frequency input and output). The synthesizers must also have a small physical size so we can fit many in a single electronics rack but also have the flexibility to move them individually wherever needed, so a single unit with 2 I/Q channels (4 channels total) is not acceptable. We require that both systems are from the same manufacturer for compatibility with remote programming and operation and with phase-locking

2) Testing NIST will inspect and test the parts. Final inspection and performance evaluation will take place in our laboratory within 14 days of delivery.
The following measurements will be made on appropriate test circuits/systems:
a. test if the I/Q modulator bandwidth is at least 500 MHz for carrier frequencies from 2 GHz to 12 GHz
