About this opportunity
The Indian Health Service intends to solicit leadership development program services and is conducting a sources sought notice (closing October 13, 2026) for market research purposes in advance of a formal solicitation. The procurement covers the Leadership Readiness Initiative, a multi-course continuum designed for American Indian/Alaska Native tribal and healthcare organizations, with primary NAICS code 611430 (Professional and Management Development Training).
Socioeconomic priority is strict: responses are limited to Indian Small Business Economic Enterprises (ISBEE), Indian Economic Enterprises (IEE), small business concerns, and Service-Disabled Veteran-Owned Small Businesses (SDVOSB), in that priority order. Place of performance is entirely virtual (e-learning).
The program comprises three tiered offerings: the Leading Change Program for GS-12-14 employees (two four-day virtual sessions covering change management, strategic planning, and stakeholder management); the LEAD Program for GS-12-13 employees (two four-day sessions on team leadership, project management, and Belbin Team Roles Assessment); and the Emerging Leader Program for GS-7-11 employees (eleven three-day sessions emphasizing self-discovery and Myers-Briggs Type Indicator assessment). All instruction must employ highly interactive, experiential pedagogies. The anticipated base performance period runs six months (June through December 2026).
Contractor pricing must be all-inclusive: assessment instruments, instructional services, class preparation, participant liaison, and assessment administration. IHS provides the virtual platform, producer support, dedicated contacts, participant rosters 30 days in advance, travel and lodging for participants, and subject-matter speakers.
Responses (maximum 15 pages excluding past performance, 10-point minimum font, Microsoft Word or PDF) must include company name, business size status, UEI, point of contact, primary NAICS codes, existing federal contracting vehicle numbers, and SAM registration status. Submit to Natasha.Bitsoi@ihs.gov by October 14, 2026, 12:00 p.m. EDT with subject line "SSN- LDP - Your Company Name."
