About this file
This is a Statement of Work (SOW) for the Indian Health Service (IHS) Leadership Readiness Initiative (LRI), a multi-course leader development program scheduled for delivery during a six-month base period from June 2026 to December 2026. The place of performance is e-learning (virtual delivery).
The SOW requires the contractor to design and deliver three tiered leadership development programs: (1) the Leading Change Program (LCP) for GS-12-14 level employees, consisting of two four-day virtual sessions focusing on change management, strategic planning, and stakeholder management; (2) the LEAD (Lead, Engage and Developing Others) Program for GS-12-13 level employees, consisting of two four-day virtual sessions covering team leadership, project management, and the Belbin Team Roles Assessment; and (3) the Emerging Leader Program (ELP) for GS-7-11 level employees, consisting of 11 three-day virtual sessions emphasizing self-discovery, personal development planning, and utilization of the Myers-Briggs Type Indicator Step I assessment. All programs employ highly interactive, experiential pedagogical approaches with daily discussions of learnings and applications. The contractor pricing must be inclusive of all costs including assessment instruments, instructional services, class preparation, liaison with participants, and assessment administration. IHS will provide the virtual platform, producer support, dedicated points of contact, participant rosters 30 days in advance, travel and lodging for participants, and panelists or speakers for IHS-specific content. The SOW specifies a 30-day cancellation notice requirement with reimbursement for actual work started, and prohibits cancellations within 30 days unless due to health, safety, financial, weather, work stoppage, or security reasons.

Statement of Work (SOW) for the
IHS Leader Development Programs
1.0 General
1.1 Background
The Indian Health Service (IHS) is designing and delivering a multi-course
IHS leader development continuum for their staff titled the “Leadership
Readiness Initiative” (LRI). The LRI builds upon courses already developed by adding new offerings and enhancing the current curricula. An overview of the programs to be scheduled for FY 26 is bolded below.
Level 3: Leading Change Program (LCP)
Level 2: LEAD (Lead, Engage and Developing Others) Program
Level 1: Emerging Leader Program (ELP)
The Leading Change Program (GS-12-14), helps leaders learn how to identify and plan for external politics that impact mission, vision, and organization. Learners will gain a better understanding of Congressional and Presidential roles and powers in relation to change in government, applying concepts of innovation to think and act more strategically and collaboratively. They will engage in a group project that emphasizes work teams while building skills in strategic planning and stakeholder management.
The LEAD (Lead, Engage and Developing Others) Program (GS-12-13), helps team leaders and members understand the importance of team performance, the working dynamics of their team, their own and others’ preferences and styles; and allows their engagement in shared experiences with this new knowledge in simulated and practicum situations to anchor the learning and trust, while providing project management skills.
The Emerging Leader Program (GS-7-11) emphasizes self-discovery and development.
Involvement in such programs at early/entry level is designed to increase retention and employee satisfaction.
The established leader development program offerings for FY26 are designed to prepare future leaders and advance tribal health leadership by aptly educating employees and clinicians alike who support the IHS mission. Additionally, it is imperative that the organization continues to address the previous inquiries received by the HHS Office of the Inspector General, regarding what IHS is doing to train facility leaders.
