About this opportunity
The U.S. Army Corps of Engineers Engineering District Walla Walla is conducting a sources sought market research for the LLA Fish Pump - MCC and Electrical Upgrades project. The procurement involves replacing existing 4,160V Motor Control Centers (MCCs) with new systems that include soft starters and a PLC-based control and annunciation system for three fish pumps at Lower Granite Lock and Dam. Interested firms must submit a five-page capabilities package by 11:00 AM PST on April 14, 2025, detailing their business classification, CAGE code, UEI number, and ability to meet specific technical requirements. All potential contractors must be registered in SAM and demonstrate the capability to meet technical certification standards, including SSPC QP 3 for painting contractors and SSPC-PCI Level 2 or NACE CIP Level 2 for coatings inspectors. The government will use the responses to determine whether the future solicitation will be set aside for small businesses or opened to both small and large businesses.

Potential small business categories include 8(a), Small Disadvantaged Business, Woman-Owned Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractors. The project will be structured as a competitive, firm-fixed price contract, with the specific solicitation type to be determined based on the market research responses. While no specific award value is mentioned, the procurement involves three fish pumps: two 800 horsepower single-speed motors and one two-speed 350/800 horsepower motor.
