About this file

This Sources Sought synopsis is for Motor Control Center (MCC) and electrical upgrades for fish pumps at Lower Granite Lock and Dam. The U.S. Army Corps of Engineers is conducting market research to identify potential contractors for a competitive, firm-fixed price contract involving the replacement of existing 4,160V MCCs with new systems that include soft starters and a PLC-based control and annunciation system. The project involves three fish pumps: two 800 horsepower single-speed motors and one two-speed 350/800 horsepower motor.

The Sources Sought notice seeks responses from small businesses, including Small Business (SB), 8(a), Small Disadvantaged Business (SDB), Woman-Owned Business, Service-Disabled Veteran Owned Small Business (SDVOSB), and HUBZone contractors within the NAICS code 335312 (Motor and Generator Manufacturing). Interested firms must submit a five-page capabilities package by 11:00 AM PST on 7 April 2025, addressing specific survey questions about their ability to meet technical specifications and certification requirements. The solicitation type and set-aside status will depend on the responses received, with the potential for an unrestricted competition if sufficient small business interest is not demonstrated.

PLC-based Control and Annunciation System: A modern system integrated to improve monitoring, control, and diagnostics, enhancing operational efficiency and reducing downtime risk.

Motor Specifications:

One 4,160V dual-wound induction motor:

o First stage: 350hp, 500 RPM o Second stage: 800hp, 705 RPM

Two 4,160V, 800hp, 720 RPM single-wound induction motors

Summary of Work:
