The U.S. Army Corps of Engineers, Fort Worth District, is conducting market research to identify qualified firms capable of designing and constructing a specialized New World Screwworm sterile fly facility at Moore Air Base in Edinburg, Texas. This critical USDA initiative requires the complete design and construction of a complex facility capable of producing 300 million sterile flies per week while accommodating BSL biosecurity protocols with Levels 2 and 3 characteristics and Arthropod Containment Level protocols. The government is seeking prime contractors who can mobilize quickly and provide innovative solutions to meet urgent project deadlines, with particular emphasis on firms experienced in specialized containment facilities and design-build methodologies. The evaluation will focus on company background, design-build capabilities, technical expertise including Building Information Modeling, and experience with government contracts. Responses to this sources sought notice are due by October 14, 2025, and the government emphasizes that this is not a request for proposals but rather market research to determine acquisition strategy.
This opportunity has no set-aside designation and no incumbents or current contractors are identified in the notice. While specific contract values are not disclosed, the scope involves constructing a state-of-the-art facility spanning a proposed 14.5-acre footprint with laboratory spaces requiring stringent containment protocols. The facility must accommodate the mass rearing and sterilization of flies at an industrial scale of 300 million per week, indicating a substantial investment in specialized equipment and infrastructure. The government has indicated interest in firms capable of completing the project within a 12-month timeframe after Notice to Proceed, reflecting the urgent nature of this agricultural security initiative. Site planning documents show the facility will be integrated within existing Moore Air Base infrastructure while maintaining proper safety clearances from runway operations.
