About this opportunity
The Food and Drug Administration Office of Acquisition and Grant Services seeks a SomaFocus or equivalent 3D multi-electrode array (MEA) system plus four optional one-year post-warranty maintenance and unlimited repair agreements, with quotes due September 3, 2026. The procurement is a total small business set-aside under NAICS 334516 with a 1,000-employee size standard.
Delivery and installation occur at the FDA's Center for Drug Evaluation and Research in Silver Spring, Maryland, expected within 60 days of award. The system must record electrophysiological signals from human iPSC-derived brain organoids throughout the full tissue volume, penetrating to maximum depths of 200 micrometers, and maintain a minimum sampling rate of 10 kHz per electrode. Required deliverables include factory-certified on-site installation, one full day of operator training for two attendees, comprehensive one-year warranty coverage with platinum tier service including two planned preventative maintenance visits and unlimited repairs, and application software with automated cloud backup. The procurement requires newly manufactured equipment, all necessary installation materials, complete technical documentation, and Section 508 accessibility conformance reports. The base contract comprises two line items: the 3D MEA system with software and accessories, and a custom consumables and peripherals pack containing 60 microwell single 1 mL custom plates and 60 organoid probes. Four optional agreements cover two scheduled preventive maintenance visits annually, unlimited corrective repairs, and 24/7 technical support. Delivery is expected November 30, 2026, with warranty running through November 29, 2027. The contract is firm fixed price with Net 30 payment terms after government acceptance. Quoters must include their UEI and certify Service Contract Act exemption under FAR 52.222-48. Quotes are due by email to Suzanne Martella at suzanne.martella@fda.hhs.gov by September 3, 2026, at 2:00 PM Central Time.
