About this opportunity
The Indian Health Service seeks solid waste removal services for the Mashpee Wampanoag Health Service Unit in Mashpee, Massachusetts, with proposals due August 3, 2026 at 5:00 PM ET. This is a total small business set-aside under NAICS 562111 (Solid Waste Collection).
Place of performance is 483B Great Neck Road South, Mashpee, MA 02649. The contract runs for a base year from October 1, 2026 through September 30, 2027, with four optional one-year periods extending through September 30, 2031, on a firm fixed-price basis.
The contractor must provide bi-weekly pickup of solid waste and recyclable materials using two separate six-yard closable dumpsters (one for solid waste, one for cardboard only). Estimated annual tonnage is approximately 11 tons for trash and 5 tons for cardboard based on research estimates. Services are performed Monday through Friday between 8:00 AM and 4:30 PM ET, excluding federal holidays. The contractor must transport waste to approved licensed disposal facilities, provide staff training on waste disposal and safety requirements, clean spillage within a 10-foot radius of the vehicle, and complete weather-delayed pickups within two days. The contractor must maintain liability insurance with a minimum of $500,000 per person per occurrence and comply with federal, state, tribal, and local environmental regulations, HIPAA, and OSHA standards.
Evaluation is based on lowest price technically acceptable, considering price, past performance, technical capability, subcontracting, and proposal factors. Service Contract Act prevailing wage determinations apply (Wage Determination 2015-6101). Offerors must acknowledge receipt of Amendment 0001, issued July 28, 2026, by the solicitation deadline. In execution of our mission this facility will generate solid and solid recyclable waste. The objective of this solicitation is to acquire services for the appropriate removal of that waste in a manner that assures the safeguarding of the workplace, and compliance with federal, state and local waste disposal regulations.
This is a family clinic and is not expected to have any specialty services at least initially. Therefore; the typical types of waste generated at this facility would be what you would expect at any similar facility. Also, the volume is not expected to be very large.
The types of waste shall include:
1. Common household type waste
2. Packaging
3. Cardboard and Plastics
4. No toxic or hazardous medical waste will be included in any resulting contract (separately handled)
