About this opportunity
The Department of Justice Bureau of Prisons Field Acquisition Office is seeking a contractor to provide solid waste landfill disposal services at the Federal Correctional Institution (FCI) La Tuna in Anthony, Texas, under NAICS code 562212. This is a sources sought announcement only, and the government intends to award a single indefinite delivery/requirements contract with firm-fixed prices based on the market research gathered through the questionnaire. Key contract requirements include the contractor's ability to operate an approved disposal facility within a 35-mile radius of FCI La Tuna, maintain compliance with all federal, state, and local environmental codes and EPA standards, hold appropriate Texas Department of Environment and Natural Resources certification, and provide pricing on a per-ton basis. Potential contractors must be registered in the System for Award Management (SAM) database and must complete and submit the Market Research Questionnaire by November 9, 2025 at 12:00 p.m. EST to ptolliver@bop.gov. The government will use responses to this questionnaire to determine contractor capabilities, experience in prison environments, small business status, insurance compliance, and service readiness before finalizing solicitation terms and set-aside determinations.
This opportunity carries no set-aside designation, and no incumbent contractor or budget range is specified in the announcement. The government estimates annual waste volumes of approximately 2,546 tons, consisting of institutional waste, construction debris, wood, and tires, with an estimated six deliveries per week using a 35-yard compactor and two 30-yard open-top dumpsters. The contract structure includes a base period from the date of award through 12 months, followed by four one-year option periods, allowing for a potential five-year relationship. The contractor will assume full responsibility for all trash, garbage, and debris upon completion of unloading at the transfer site and must arrange daily waste removal Monday through Friday between 8:00 a.m. and 4:00 p.m., excluding federal holidays. The small business size standard for this procurement is $47 million, and the actual solicitation will be distributed exclusively through www.sam.gov once the government completes its market research analysis.
