About this opportunity

The Department of Defense Education Activity (DoDEA) is soliciting a firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract for evidence-based suicide prevention instructional resources and screeners for grades 6-12. The procurement requires the contractor to provide a systemic, research-based curriculum deliverable as a single stand-alone classroom lesson, digitally accessible instructional resources for middle school (grades 6-8) and high school (grades 9-12) grade bands, a valid and reliable screener instrument aligned to the instructional resources for identifying at-risk students, digital parent awareness materials, and virtual professional learning support. The government will evaluate proposals on a competitive best-value basis using three evaluation factors: Technical Approach (Pass/Fail on subfactors 1-4 addressing instructional design and evidence base, and Acceptable/Unacceptable on subfactors 5-8), Past Performance (Acceptable/Unacceptable/Unknown-Neutral), and Price (fair and reasonable evaluation). Offerors must submit four volumes including an administrative cover letter with certifications, a technical approach not exceeding 25 pages, past performance references (no more than three), and pricing. Questions regarding the solicitation are due by March 5, 2026 at 12:00 PM EST, and proposals are due by March 12, 2026 at 5:00 PM EST.

This contract is designated as a set-aside for Women-Owned Small Businesses under NAICS code 513130 (Book Publishers), with no current incumbent identified. The contract covers a one-year base period from July 1, 2026 through June 30, 2027, plus four option years through January 1, 2031, with a minimum guaranteed contract value of $1,000. The government expects to serve approximately 26,925 students total, comprising 14,175 middle school students (grades 6-8) across 60 schools and 12,750 high school students (grades 9-12) across 40 schools, for a combined 100 schools. Required annual deliverables include 100 units of the suicide prevention program, one lot of parent awareness materials, program overview and implementation webinars totaling six hours in the base year and up to four hours annually in option years, and 12 months of technical support. Performance shall occur throughout the United States, with all digital resources required to integrate with DoDEA's Schoology learning management system and ClassLink single sign-on platform, achieve Section 508 accessibility compliance, meet FedRAMP Level 2 authorization requirements, and maintain 24/7/365 availability with industry-standard technical support.
