About this opportunity

The Department of the Army seeks bids for a five-year Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity contract to supply Type V Airdrop Main Panel Assemblies (NSN 1670-01-304-3006, Part Number 11-1-2780-8), with bids due October 9 and bid opening October 14 at 1300 local time in Warren, Michigan. This is full and open competition under Revolutionary FAR Overhaul 6.101, unrestricted but requiring all large businesses to submit a Small Business Subcontracting Plan.

Place of performance is the United States, with delivery FOB Origin to DLA Distribution Center in New Cumberland, Pennsylvania. The contract guarantees a minimum of 426 packages (1 package equals 4 panels) and may reach 1,110 packages maximum across five one-year ordering periods: 426 packages in year one and 171 packages annually in years two through five. Inspection and acceptance occur at the contractor's facility.

Bidders must obtain and acknowledge receipt of a Technical Data Package (distribution statement "A") prior to bid submission or face rejection. First Article Approval testing per QP 11-1-2780-8 is required unless waived using Attachment 0002; the FATR is due within 90 days of award. Delivery timelines are 300 days after award for the first order with FAT, or 210 days without FAT, and 210 days for subsequent ordering years. The Government will not approve material substitutions, pricing adjustments, or configuration changes prior to award and reserves the right to require additional testing if production facilities or significant configurations change.

Evaluation criteria include lowest total price based on unit prices for all CLINs plus FOB Origin transportation costs. MIL-STD 1916 inspection will apply at VL IV for major and VL II for minor characteristics. Bids must remain valid 90 calendar days minimum. Questions were due October 7 at 1600 EST. The NAICS code is 332510 (Hardware Manufacturing); PSC is 1670 (Parachutes and Airdrop Equipment). Amendment 0003 (October 5) added FAR 52.219-2 (Equal Low Bids) with labor surplus area priority for small businesses. Amendment 0004 (October 7) finalized inspection standards and award methodology.
