About this file

This is a Questions and Answers document for federal contract solicitation W912CH-26-B-A010, addressing clarifications on the Type V Airdrop Main Panel Assembly procurement. The Q&A provides technical and administrative guidance for prospective bidders on the five-year Indefinite-Delivery Indefinite-Quantity contract with estimated quantities of 426 packages in the first ordering year and 171 packages annually for years two through five, with a five-year minimum of 426 packages and maximum of 1,110 packages.

Key clarifications include confirmation that the main panel assembly (11-1-2781-2) is identical across Type V platform sizes with identical specifications on drawing 11-1-2780 Sheet 3, that the correct revision for drawing 11-1-2785 is Revision G (not H), and that Type III, Style B open crates per ASTM D6049 should not exceed two-high stacking without conducting a proper stacking test per ASTM D4169. The Government will not approve material substitutions, packaging changes, or Economic Price Adjustment provisions prior to award, nor will partial shipments be precluded provided the full delivery order quantity is delivered within the specified period with invoicing allowed per shipment. First Article Testing requires inspection of two individual panels (not two packages), and Individual Small Business Subcontracting Plans may be submitted with the bid or within five business days of Government request following bid opening. The procurement is being conducted under full and open competition through the Department of the Army.

Q & A: W912CH-26-B-A010 – Type V Airdrop Main Panel Assembly

Question 1:

The main part number for this NSN is 11-1-2780-8. Table 1 drawing 11-1-2780revU only specifies assembly lengths for dashes -1 through -7, -15, -17, and -18 completely omitting the dimensions for the -8 configuration. There does not appear to be a drawing for part number 11-1-2780-8 to give dimensions and specs for the main panel assembly itself. Is there a missing drawing in the TDP file?

Answer:

Regardless of the Type V platform size, the main panel assembly is the exact same, the only difference is the quantity of panels required. 11-1-2780-8 is defined on drawing 11-1-2780 Sheet 3. It consists of a main panel assy (11-1-2781-2), side rail bushing (11-1-2792) and all the relevant hardware. The TDP provided is only to support the specific items specified in the 11-1-2780-8 table.

Question 2:

What is the proper revision for drawing 11-1-2785, Extrusion End Member? The TDP calls out 11-1-2785(H), but when the drawing is opened it is still 11-1-2785(G).

Answer:

Reference to Rev H is erroneous. Rev G, as is presented in the drawing itself, was confirmed to be the latest revision.

Question 3:

What is the maximum number of 11-1-4200 Type V Main Panel crates that can be stacked on top of one another for both static storage and transportation?

Answer:

Per ASTM D6049, Type III, Style B open crates (depicted but not specified in drawing 11-1-4200) do not have a load limitation ("no load or size restriction except as limited by handing methods") but are considered "light duty". Because of that latter classification and the gross weight and dimensions of a packed crate, packaging advises no more than a 2 high stack.

A proper stacking test per ASTM D4169 would have to be conducted to validate stacking beyond 2 high.

Question 4: Can you clarify if "units" in this scenario highlighted below represents "package" or "each", as there are 4 panels in each package.

“First Article Approval-Contractor Testing (Feb 2026) (Deviation 2026-O0038)

(a) The Contractor shall test 2 unit(s) of Lot/Item Panel Assembly Type V Main, P/N 11-1-2781-2 as specified in this contract” Answer: The Quality Assurance Provision that was provided with the TDP indicate that “Two samples of the Panel Assembly Type V Main, P/N 11-1-2781-2, shall be subjected to a first article inspection. The Main Panel First Article Inspection shall be performed on one completely assembled panel and the sub-assembly components of a second panel before assembly. Ensure that all fastener and material certificates of compliance are available for review. Ensure that commercially available vendor item screws and bolts are identified with the manufacturers symbol and grade.”

Two units in this case would just be two individual panels (11-1-2781-2). The expectation would not be that two packages of 11-1-2780-8 components/hardware (eight 11-1-2781-2 panels) would be inspected for FAT.

Question 5: Will the U.S. Government approve ASTM D4727/D4727M Grade V3C weather-resistant fiberboard as an acceptable alternative to Grade V3S for the Fiberboard Strap?

Answer: The U.S. Government (USG) will not approve changes to packaging, materials, etc, prior to award. Nor will an award be made with the assumption or intention of a change to any aspect of technical data.

Question 6: Will the U.S. Government consider incorporating an Economic Price Adjustment (EPA) provision applicable to the aluminum material component of CLINs 0012 through 0015?

Answer: The USG will not consider incorporating an EPA provision applicable to CLINs 0012 through 0015.

Question 7: Will the U.S. Government accept partial shipments against an individual Delivery Order (for example, monthly or quarterly shipments) provided the full Delivery Order quantity is delivered within the required delivery period? If partial shipments are permitted, may the Contractor invoice for each partial shipment upon Government inspection and acceptance?

Answer: Yes. The delivery schedule will be set at time of award, but an invoice can be submitted for each individual shipment and will be allowable so long as the entirety of the order is delivered within the specified period determined by date of order.

Question 8: Is the Individual Small Business Subcontracting Plan due before the closing date, or do we have up to 5 working days from the closing date to submit?

Answer: As per Section L.2 “SUBMISSION OF SUBCONTRACTING PLAN” paragraph (b) of the solicitation:

“The offeror may submit a copy of their plans as an attachment to their offer in response to this solicitation; or after the bid opening/proposal closing date, in response to the Government's telephonic request, the copy shall be submitted to the buyer email address listed on the face page of the solicitation within five (5) workdays of the date of the request.”

The Individual Small Business Subcontracting Plan (if applicable) may be submitted with your bid. If not provided at the time of submission, the USG will request the plan following the bid opening. The offeror shall have five (5) business days from the date of the USG request to submit the plan.
