About this opportunity
The National Institute of Standards and Technology (NIST), a component of the Department of Commerce, is seeking to procure one Thermo-Reflectance Probe Station through solicitation NB672010-25-01853. This sophisticated measurement system will be used to conduct automated temperature distribution measurements of semiconductor devices and circuits under operating conditions, specifically supporting NIST's research on temperature dependence of chip-scale devices under radio-frequency stimulus. The procurement includes the probe station equipment, installation, training for up to three personnel, and shipping to NIST's Boulder, Colorado facility. The evaluation will utilize a lowest price technically acceptable approach with two primary factors: technical capability (assessed on an acceptable/unacceptable basis) and price. Vendors must demonstrate technical capability to meet specifications, maintain active System for Award Management registration, and submit quotations electronically to Daniel Kent at daniel.kent@nist.gov by June 20, 2025.
This procurement does not utilize any set-aside designations and is conducted under Simplified Acquisition Procedures with an unrestricted basis. The solicitation includes a brand name justification specifying compatibility requirements with Microsanj EZ-500 thermo-reflectance hardware and software systems currently in use at NIST. The probe station is a semi-automatic 200mm system featuring a temperature-controlled thermal chuck ranging from +20 to +200°C, vacuum system capabilities, automated positioning, and integrated vibration isolation among other technical specifications. Delivery must be completed no later than March 31, 2026, with performance taking place at NIST's Boulder facility located at 325 Broadway, Building 81, Room 1E113. The resulting contract will be a firm fixed price purchase order with Net 30 payment terms.
