Qualified offerors must possess a business-related bachelor's degree, at least five years of experience, and preferably hold certifications like CPA or CIA, with specific knowledge of Hanford Site operations and DOE practices. The solicitation requires proposals to be submitted by May 13, 2025, at 4:00 p.m. PST, with an intent to bid and any questions due by May 7, 2025. Evaluation criteria will likely emphasize technical expertise, auditing capabilities, and compliance with federal acquisition regulations.
The solicitation is set aside exclusively for small businesses, including Disadvantaged, Women Owned, Veteran Owned, Service Disabled Veteran Owned, and HUBZone small businesses, with a North American Industry Classification System (NAICS) Code of 541211 and a size standard of $26.5 million. The period of performance extends through September 30, 2025, with one 1-Year Option available, and two indirect rate audits initially planned for FY25. Releases under the BMA will be Firm Fixed Price (FFP), with WRPS prepared to immediately request firm fixed price proposals upon award. While specific award values are not explicitly stated, the exhibits suggest potential invoice totals ranging from $2 million to $4 million for the planned audits. The work will primarily be performed from the contractor's home office, with potential periodic visits to audited subcontractors at the Hanford Site in Richland, Washington.
