About this opportunity

The Defense Logistics Agency (DLA) Troop Support Subsistence is procuring fresh bread and bakery products through Solicitation SPE300-26-R-0025 to supply Department of Defense customers in Texas and Oklahoma. Offerors must currently operate as functioning commercial bread and bakery distributors with physical, logistical, and financial resources, and they must obtain third-party warehouse certifications (AIB certifications or state/federal sanitation inspections with passing scores) prior to contract award. Key requirements include electronic ordering capability through the STORES EDI system, maintenance of a 97% fill rate, compliance with the Berry Amendment requiring U.S.-manufactured products, and adherence to sanitation and quality program standards. The Government will evaluate proposals using the Lowest Price Technically Acceptable (LPTA) source selection method without discussions unless the Contracting Officer determines discussions are necessary, meaning offerors should submit their best pricing and technical terms in their initial offer. The proposal due date is May 11, 2026 at 3:00 PM Eastern Standard Time.

This acquisition is unrestricted with HUBZone small business evaluation preference and contains no set-aside designations. The contract is structured as a firm-fixed price Indefinite Quantity Contract with two pricing tiers: Tier 1 runs for 24 months (October 11, 2026 to October 7, 2028) and Tier 2 for 12 months (October 8, 2028 to October 6, 2029), with a total contract period of three years ending October 6, 2029. The estimated contract value is $8,700,000 across all tiers, with a guaranteed minimum of $290,000 and a maximum of $26,100,000, with Tier 1 estimated at $3,000,000 for Group 1 (Texas) and $2,800,000 for Group 2 (Oklahoma). The solicitation encompasses two geographic groups: Group 1 includes 67 delivery locations across Texas (Coast Guard facilities, Army medical centers, Air Force dining facilities, and Army National Guard training centers), and Group 2 covers six delivery locations in Oklahoma (Fort Sill facilities and an Oklahoma Air Guard facility in Tulsa). Offerors must submit pricing for 27 items in the Texas group and 20 items in the Oklahoma group with a 120-hour lead time requirement for deliveries.
