About this opportunity
The Naval Supply Systems Command (NAVSUP) is procuring 74 units of a flight-critical aerospace component identified as NSN 7R-1720-011581698-VX, per Technical Data Package (TDP) Version 032. This component requires strict engineering source approval from the design control activity due to its flight-critical nature and the unique design capability, engineering skills, and manufacturing/repair knowledge required to maintain quality standards. Only previously approved sources are eligible to submit proposals; new sources must undergo a rigorous Government qualification process that typically cannot be completed before contract award due to time constraints. The evaluation will be conducted on a best-value, trade-off basis, with non-price factors receiving priority over price considerations, and past performance weighted as more important than delivery capabilities. Offerors must submit two-volume proposals containing non-price technical documentation demonstrating past performance and delivery capabilities, along with separate pricing proposals, and must comply with detailed military specifications for manufacturing, welding, inspection processes, and first article testing. The original solicitation was posted on August 26, 2025, and has been extended multiple times, with the current proposal due date of March 13, 2026.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business entities. The solicitation requires a lead time of 200 days following contract award, with monthly delivery capacity expectations for multiple units. The contract is anticipated to be structured as a firm-fixed price agreement. No specific incumbent contractor or award value range is identified in the available solicitation documents. Delivery is specified as FOB Origin, indicating that the contractor bears responsibility for shipping costs and logistics from their facility to the designated Government destination.
