About this opportunity

The United States Army Contracting Command - Detroit Arsenal (ACC-DTA) is soliciting offers for the M256A2 Chemical Agent Detector Kit (NSN: 6665-01-563-7473), a hazard-detecting instrument manufactured under NAICS Code 334511. This solicitation will result in a five-year, firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a single initial delivery order. Key contract requirements include First Article Testing (FAT) for 100 kits unless waived, compliance with an export-controlled Technical Data Package (Distribution Code C) that requires a current DD 2345, mandatory OPSEC training, production lot testing, and submission of detailed contract data requirements including First Article Test Reports, Quality Program Plans, and Configuration Management documentation. Large businesses must submit Small Business Subcontracting Plans. Award will be made using price as the sole evaluation factor to the lowest-priced qualified offeror. Proposals must be submitted electronically no later than April 22, 2026, at 3:00 PM Eastern Daylight Time, and all offers must remain valid for a minimum of 180 calendar days following the due date. Interested parties should monitor SAM.gov periodically for any amendments to the solicitation.

This solicitation carries no set-aside designation, and there are no named incumbent contractors. The initial delivery order comprises 11,602 kits due 270 days after award or FAT approval, whichever is later, with an estimated first-year quantity of 25,000 kits and estimated quantities of 12,000 kits annually for years two through five, resulting in a potential five-year maximum quantity of 83,653 kits with a minimum guaranteed purchase of 2,766 kits. Deliveries are FOB Destination to Blue Grass Army Depot in Richmond, Kentucky. The contractor must provide separate pricing for FAT services (CLIN 0016), which may be deducted if a waiver is approved. Access to export-controlled documents requires DD 2345 approval, a process that may take up to 10 weeks, and interested parties should plan accordingly when responding to this opportunity.
