About this opportunity

The Indian Health Service, Great Plains Area Office, seeks hematology analyzers with all associated equipment, reagents, consumables, installation, validation, training, and warranty support for multiple facilities across South Dakota and North Dakota, with quotations due September 18, 2026 at 2:00 PM Central Time. This is a 100% Total Small Business set-aside IDIQ contract; large and other-than-small businesses cannot compete.

The contract employs a Firm-Fixed-Price, Cost-Per-Reportable-Result (CPRR) pricing model with one base year and four one-year option periods. The estimated contract ceiling is less than $2 million with a minimum guarantee of $1,000.00. Place of performance spans 12 GPA IHS facilities throughout South Dakota and North Dakota, with administrative oversight at Aberdeen Area Indian Health Service. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a 1,000-employee size standard.

Equipment must be new only—no used, refurbished, or remanufactured units—with original equipment manufacturer warranties. Hematology analyzers must offer automated CBC and 6-part differential capability, accommodate clinic countertops (approximately 24 inches deep) and hospital countertops (approximately 32 inches deep), and meet minimum linearity ranges of WBC 0.2–103/μL, RBC 0.4–106/μL, and PLT 8–103/μL. Solutions must support reticulocyte testing and body fluid analysis as FDA-approved options. Delivery is required upon award, installation within 10 calendar days, and validation within 30 days. Service response time is 48 hours for hospitals and next business day for clinics. The contractor must maintain minimum 95% analyzer uptime monthly for each device and provide 24/7 technical support. CPRR pricing must be firm-fixed and uniform across all facilities with no additional charges. Evaluation criteria are technical acceptability, price fairness and reasonableness, and contractor responsibility. The Government intends to award without discussions. Questions are due September 4 at 2:00 PM Central Time. Amendment 1 (posted September 14) provided answers to submitted questions with no change to the due date.
