About this opportunity
The United States Marine Corps seeks administrative and logistical support services for its Substance Abuse Control Officer (SACO) program at Marine Corps Base Camp Lejeune, with proposals due July 20, 2026. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses and carries an estimated contract value of $19,500,000.
Place of performance is Building H24, Julian C. Smith Street, Camp Lejeune, North Carolina, with secondary support required at EOTG HQ Building RR280 approximately 2–3 times monthly. Work is performed on-site only; no hybrid or remote arrangements are permitted. Standard hours are Monday–Friday, 0800–1600 (40 hours weekly), with occasional weekend or adjusted scheduling during high-demand testing periods.
The contract includes a 12-month base period (September 1, 2026 through August 31, 2027) and four optional 12-month renewal periods. The contractor shall provide one full-time equivalent to support approximately 1,000 test participants with monthly testing volume of approximately 10 percent. Key tasks include logistical preparation for drug testing, compilation of programmatic data and reports, software portal administration, lab liaison activities, compliance tracking, policy maintenance, administrative scheduling, specimen shipping coordination, and routine substance abuse program support. The contractor shall not assume the SACO's duties, responsibilities, or authority.
Personnel must possess knowledge of Marine Corps substance abuse procedures per DODI 1010.01, DODI 1010.16, SECNAV 5300.28E, and MCO 5300.17. Preferred certifications as Substance Abuse Control Officer, Urinalysis Program Coordinator, or Alcohol Screening Program Coordinator are not required at award; training is provided post-award. No incumbent contractor exists. The NAICS code is 541990. Evaluation weighs technical capability with confidence rating, betterment, past performance, and price on a balanced approach basis. An amendment extended the response deadline from July 15 to July 20 and added a Questions and Answers attachment addressing vendor clarifications.
