About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking nationwide polygraph support services through a solicitation for comprehensive examination capabilities. The request for proposals (RFP) requires contractors to provide Counterintelligence Scope Polygraph examinations in support of the Navy's Insider Threat program. Qualified contractors must supply certified polygraph examiners with Top Secret clearances, comprehensive administrative support, and the ability to perform examinations at multiple geographic locations. The evaluation will prioritize management approach and past performance as non-price factors, which will be weighted more heavily than pricing considerations. Key proposal submission deadlines include: questions due by January 13, 2025, and complete proposals due by 3:00 PM ET on January 24, 2025.
The solicitation is structured as a 100% small business set-aside and covers a five-year ordering period from March 31, 2025 through March 30, 2030. The total requirement encompasses 35,000 polygraph examinations, distributed across various locations including 500 exams in Hawaii at contractor sites, 500 exams in Hawaii at government sites, 14,000 exams at continental US contractor sites, and 20,000 exams at continental US government sites. Performance locations will primarily be in Quantico, VA, with additional sites throughout the United States at both contractor and government facilities. Contractors must provide one set of polygraph equipment per examiner and digital recorders for examinations, with all examiners required to have Top Secret clearances and administrative staff mandated to have Secret clearances. The government will award the contract using a best value tradeoff process, considering both technical capabilities and pricing.
