No and No. The governement will provide the information, bio data and examinee contact information, needed for the contractor to schedule government exams. The contractor will have access to government information systems to enter exams scheduled so the COR knows the exams scheduled.

NCIS will provide the access to networks currently being used and some of the systems allow for export of information for example to XL spreadsheet format.

The Government will require in-person inspection and approval of a
Contractor site when pictures or video call cannot be utilized to inspect the Contractor site.

No.

The government will not provide monitoring eqipment to the contractor other than a digital recorder to record each examination.
The contractor will not need to provide audio / visual equipment at contractor sites for monitoring by the government representative. The use of the digital recorder provided by the government will suffice.

The government will disseminate the necessary equipment via Fed Ex or another mail carrier.

The government will pay for the cost to ship the issued equipment to the contractor. Should the issued equipment need to be returned to the government for any reason, the contractor will pay these cost to return the issued equipment to the government.

52.212-1 states, "Volume II shall include the completed solicitation documents and a complete and detailed price schedule.
Using the Pricing
Schedule, the Contractor must submit unit prices and extended amounts

Quantity) for every line item listed. Contractors submitting partial pricing information shall be ineligible for award.
The unit price prevails if a discrepancy exists between the unit price and the extended amount. The

NCIS considers a large number of no-opinion results to be when an examiner does not consistently resolve an exam as NSR or SR.
NCIS addresses a large number of no-opinion results by having the
NCIS QC Team conduct a CER to make sure the examiner is competent and aministers exams within federal standards.
24 How many DoD agencies will this contract support, and which specific agencies are included?
This contract will support the Navy, Marine Corp, Air Force, USSF, and
Army. Commands within the services may utilize the contract for polygraph services. Any command with polygraph requirement may utilize this contract to meet their security requiements. If a command uses the contract one year, they may not the next year.
25 Will the contractor be responsible for interfacing and coordinating directly with other agencies, or will all workflows and coordination flow through
NCIS?
The contractor will work closely with the NCIS COR. Once a task order is issued to conduct exams, the contractor will work with the command to schedule the examinee's for their exam. Sometimes, the
NCIS COR and the contractor will work together when the flow of information is working to schedule exams.
26 Where are the government testing sites located? Can the government provide a complete list or specify regions?
A government test site can be anywhere in the country. A government site is considered space the requesting command owns allowing the contractor to use for the exams.
27 Is there a requirement for maintaining or providing quality control personnel?
No. The government will provide all
QC personnel. No contractor has the authority to perform this function.
28 How many polygraph instruments will the government provide to the contractor for use under this contract?
One set of equipment per examiner.
29 Are additional test sessions with the same examinee chargeable to the government? If so, under what conditions?
Yes. When examinee's do not complete their exam in the first session and the COR concurs that an additional exam is needed, the contractor will charge for a new exam.
30 Can the government clarify the expected distribution of the 35,000 examinations over the five-year contract period?
Will there be an even distribution over 5 years, or are there predictable or surge periods?
The Government cannot clarify the expected distribution of examinations over the five-year contract period as this information cannot be accurately predicted.
31 Should the contractor’s scheduling system be independent of the government’s Lighthouse system, or should it integrate with Lighthouse?
The contractor will use Lighthouse to show daily exams that have been scheduled. No prviate information system will be allowed on a government information system.
32 What specific file formats
(.xls, .pdf, etc.) are required for documents imported into the Lighthouse system?
PDF (NCIS paperwork) and
Lafayette files.
33 Does the government require a specific scheduling tool or administrative support system beyond Lighthouse?
No.
34 Will examination authentication letters be provided by the government or generated by the contractor?
The contractor examiners will have access to the Government's reporting system (through the examination equipement given to each examiner) that will be reviewed/approved by the NCIS team upon completion.
35 Can the government further elaborate on the scope and requirements of Investigative
Actions (IA)?
An Investigative Action is referred to as specific details obtained with the polygraph examination needing to be documented. No investigative action will be conducted by a contractor.

No, the Government will not pay for no-show appointments. The cost of no-show appointments must be built into the existing line items.
