About this opportunity

The Federal Aviation Administration (FAA) Mike Monroney Aeronautical Center in Oklahoma City, Oklahoma is soliciting proposals for Emergency Evacuation and Survival Equipment Training services for FAA Airworthiness Safety Inspectors and Engineers. The training program (FAA Course Number: FAA28443) requires comprehensive instruction covering emergency equipment subject areas including exits, lighting, evacuation slides, emergency evacuation procedures, flotation equipment, supplemental oxygen, maintenance manual requirements, and federal aviation regulations, with each class lasting approximately 24 hours and accommodating a maximum of 12 students. Contractors must provide qualified instructors with a minimum of three years of instructor experience and five years of cabin safety equipment experience, along with comprehensive equipment exhibits including protective breathing equipment, oxygen systems, fire extinguishers, life rafts, evacuation slides, and emergency medical equipment. The FAA will use a Lowest Price Technically Acceptable (LPTA) evaluation approach with all technical factors weighted equally. Technical and cost proposals must be submitted electronically to Contracting Officer Shelley A. Howard at Shelley.A.Howard@faa.gov no later than 5:00 P.M. CT on September 15, 2025, with all questions required to be submitted in writing via email.

This solicitation does not include any set-aside designations and no current contractors or incumbents are identified in the documentation. The contract structure is a Firm Fixed Price, Indefinite Delivery/Requirements type contract with a one-year base period beginning January 1, 2026, and includes one four-year option period that could extend the contract through December 31, 2031. The FAA anticipates conducting approximately 5-7 training classes per year throughout the contract period, with specific quantities outlined in different Contract Line Items (CLINs) for the base year and option periods. Training should preferably be conducted within 25 miles of a major airport in the United States, and the contract will be administered by the FAA Aeronautical Center in Oklahoma City. While specific award values are not disclosed in the solicitation documents, the multi-year structure with requirements for specialized equipment and qualified instructors suggests a substantial training services contract.
