About this opportunity

The Federal Aviation Administration is conducting a market survey to procure Emergency Evacuation and Survival Equipment Training services for Flight Standards and Aircraft Certification Airworthiness Inspectors and Engineers. This training will provide hands-on instruction for FAA Aviation Safety and Operations Inspectors to evaluate aircraft emergency equipment and evacuation procedures, covering equipment such as protective breathing equipment, fire extinguishers, life rafts, evacuation slides, oxygen systems, medical equipment, and flotation devices. Potential contractors must hold FAA-approved training programs for the specified aircraft types and demonstrate facility capacity, regulatory compliance capabilities, and instructor qualifications including minimum 3 years of instructor experience and 5 years of cabin safety equipment experience. The evaluation will focus on the contractor's ability to meet the full scope of training requirements outlined in the Performance Work Statement, facility capacity, regulatory compliance, and geographic coverage for training delivery. All responses to this market survey must be submitted electronically by 3:30 PM Central Standard Time on July 11, 2025, with a maximum page limit of 20 pages and specific formatting requirements.

The procurement does not currently have any set-aside designation, though the FAA may decide to implement a small business set-aside after reviewing market survey responses to determine the nature of competition. The training program anticipates approximately 2 classes per year, with each class limited to 12 students and lasting around 24 hours, to be conducted in-person at a U.S. facility near a major airport. The FAA seeks to award a one-time firm-fixed-price contract for these training services, though no specific budget range or award value has been disclosed in this market survey phase. Training must be delivered by instructors meeting specific experience requirements and conducted at facilities capable of comprehensive equipment demonstrations and exhibits. The contract falls under NAICS code 611512 (Flight Training), and interested vendors must be registered in the System for Award Management (SAM.gov) to be considered for future solicitation opportunities.
