About this opportunity
The U.S. Navy through NAVSUP Fleet Logistics Center Yokosuka is soliciting proposals for the FY26 Overhaul of Barge CVA-8, which involves comprehensive vessel repair, overhaul, preservation, and replacement work including hull cleaning, structural inspections, coating applications, fendering system replacement, zinc anode replacement, and void/tank preservation. Eligible contractors must hold an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as a prime contractor and be authorized to conduct business in Japan; firms without this certification will be deemed technically unacceptable. The Government will evaluate proposals based on lowest total price as the dominant factor combined with technical acceptability as a non-price consideration, with award anticipated without discussions unless circumstances warrant otherwise. Key contract requirements include compliance with occupational safety standards (29 CFR 1915), quality management system standards per NAVSEA Item 009-04, proper crane operations, and comprehensive documentation including inspection reports, paint schedules, and lifting plans. The proposal deadline is April 9, 2026, at 10:00 AM Japan Standard Time (with an amendment issued March 23, 2026, establishing April 3, 2026, as the deadline for technical questions), and proposals must be submitted electronically to kazuo.takamura.ln@us.navy.mil in Microsoft Office Suite 2016 or Adobe Acrobat Reader 2017 format.
This procurement includes no set-aside designations and does not identify any incumbent contractors. The contract will be firm fixed-price with compensation calculated in Japanese Yen using an FY26 budget exchange rate of JPY 150.4415 per USD 1.00; while no specific award value is disclosed in the solicitation, the price proposal template references work items with costs to be broken down by labor man-hours, material costs, and other direct costs across multiple technical items. The period of performance extends from June 15, 2026, through September 15, 2026, representing a three-month service delivery window. The vessel CVA-8 has dimensions of 60 feet by 42 feet by 5 feet and weighs approximately 677,776 pounds, and all work will be performed at Commander Fleet Activities Yokosuka (CFAY) Naval Base in Yokosuka, Japan. An optional informational ship check was scheduled for March 25, 2026, at the J-87 ramp in Yokosuka to allow prospective offerors to inspect the vessel prior to proposal submission.
