The procurement focuses on three core service capabilities: wraparound accelerator services including entrepreneurship education and commercialization support; Development, Evaluation, and Validation (DEV) services to source, fund, and accelerate innovators and companies; and rapid response infrastructure to support product development during public health emergencies. Respondents must be U.S.-based concerns with demonstrable experience providing these services within the past five years and building innovation ecosystem networks, with particular focus on diagnostics and devices enabling pathogen-agnostic surveillance, detection, diagnosis, and medical devices that improve casualty care and respiratory health protection. Proposals will be evaluated on a best-value basis using four weighted criteria in descending order of importance: Summary of Relevant Experience and Past Success, Organization Capabilities and Key Personnel, Program Design and Technical Approach, and Cost/Price Proposal. The proposal submission deadline is April 20, 2026, at 12:00 PM ET, with questions due by April 2, 2026, to BAN_Inquiries@hhs.gov, and BARDA anticipating awards within 90-120 days of the proposal deadline.

The base funding award is $2.0 million, with annual option funding of up to $2.0 million for continuing services, and a total agreement ceiling of $500 million over the period of performance to accommodate rapid response scenarios during public health emergencies. The base annual allocation includes up to $500,000 for wraparound accelerator services and up to $1.5 million for DEV services, with an average individual award of up to $200,000 per company supported through DEV funding. The agreement will consist of one base period plus six optional periods for a total of up to seven years, and the place of performance is Washington, DC. The Office of Biomedical Advanced Research and Development Authority (BARDA), within the Administration for Strategic Preparedness and Response (ASPR) at the U.S. Department of Health and Human Services (HHS) seeks to establish a partnership to build the next iteration of the Diagnostics/Medical Devices Hub as part of the BARDA Accelerator Network (BAN 2.0) using BARDA’s Other Transaction Authority (OTA). With BAN 2.0, BARDA aims to further enhance the global health security innovation ecosystem, optimize startup acceleration and wrap-around services, and ultimately develop an Accelerator Network as a scalable infrastructure for commercialization including active product development support, and validation capabilities during regular operations as well as rapid response during public health emergencies.

Similar to the current BAN Hubs, the Diagnostics/Medical Devices Hub will support BARDA’s mission by addressing the following objectives/tasks, with a focus on innovators and companies that fit within the diagnostics/medical devices space:

  • Provide wraparound acceleration services, including entrepreneurship education and access to business/commercialization and technical expertise and resources, to BARDA-aligned innovators and companies developing health security solutions.
  • Provide BARDA with capabilities to source, review, fund, and accelerate innovators and companies and perform product development, evaluation, and validation of MCMs based on BARDA’s strategic priorities.
  • Build a rapid emergency response infrastructure to fund and accelerate product development and validation of MCMs that can be developed and deployed as quickly as possible in the event of a public health emergency.

BARDA intends to enter into an Other Transaction Agreement with an organization to provide resources and support for the Diagnostics/Medical Devices focus area:

  • Diagnostics/ Medical Devices

    • Focus on diagnostics and devices to enable pathogen-agnostic surveillance, detection, and diagnosis, especially at point-of-care and at-home settings, and innovative medical devices to improve the quality of casualty care, alert to the potential of an adverse health condition, simplify the collection or processing of testing samples, and protect respiratory health

The Accelerator Hub can operate independently or as a consortium of partners, though one legal entity must be identified as the prime awardee to enter into an agreement with BARDA. It is anticipated that the Accelerator Hub will provide funding and/or services to mission-relevant innovators nationally, regardless of the Hub’s physical location.

Note: The terms of this announcement supersede all prior announcements/solicitations previously issued as part of the BAN 2.0 program.  All information contained in those prior versions is replaced in its entirety by this issuance.  Interested parties must rely solely on this version, and any subsequent amendments to this version, for terms and conditions pertaining to submission, evaluation, and award.

Submissions are due by 12:00PM ET on April 20, 2026.  Questions are due by 12:00 PM ET on April 2nd, 2026. BARDA may adjust the closing date for submissions through amendment to this notice.
