About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base seeks 196 units of manually actuated initiator cartridges (NSN 1377-01-521-3457 ES or 1377-01-650-4860 ES) via negotiated request for proposal, with proposals due August 10, 2026 and award targeted by September 30, 2026. This is a restricted procurement limited to qualified sources; new offerors must submit a qualification package and achieve approval prior to contract award, with estimated qualification costs of $5,000 to $50,000 or more and an estimated 360-day completion window.
Place of performance is Hill Air Force Base, Utah, with F.O.B. Origin and delivery to Hill AFB. The items are critical safety items classified as hazardous materials (Division 1.4S explosives, UN0173) used in aircraft emergency egress systems. Only U.S. and Canadian suppliers are eligible. Rockwell Collins Inc. (CAGE 17610, Part Number 3854100-2) and Chemring Energetic Devices (CAGE 93455, Part Number 6155100) are currently approved sources.
The contract comprises three contract line items: CLIN 0001 requests 144 units with delivery March 31, 2028; CLIN 0002 requests 52 units with identical delivery date; CLIN 0003 is a not-separately-priced data requirement due one calendar day after award. All items are designated Priority A with an extremely urgent flight-safety deficiency requirement. The procurement is firm fixed-price with DPAS rating and Buy American Act compliance required.
Contractor must comply with ISO 9001:2015 quality standards, CAD/PAD Item Marking Instructions version 1.6 (including Data Matrix ECC 200 unique item identifiers per MIL-STD-130), and deliver Contract Data Requirements List items including Ammunition Data Cards, Engineering Change Proposals, Lot Acceptance Test Plans, and Test/Inspection Reports. Preservation and packaging must follow AFMCI 24-201 and MIL-STD-2073-1; hazardous materials shipments must meet ICAO, IATA, IMDG, and 49 CFR requirements.
Evaluation is best-value with technical merit significantly more important than price. Technical evaluation comprises two subfactors: qualified vendor status (acceptable or unacceptable rating based on Section J qualification standards) and schedule (color/adjectival rating assessing scope understanding, execution approach, and detail). Schedules must include Work Breakdown Structure, clearly defined milestones, realistic task durations, and not exceed 10 pages in Microsoft Excel, Word, PowerPoint, or Project format. The Government will assess technical risk using Low, Moderate, High, or Unacceptable ratings. NAICS code is 325920 (Explosives Manufacturing); PSC code is 1377 (Cartridge and Propellant Actuated Devices and Components).
