About this opportunity

ACC-APG, under Army Materiel Command, is soliciting welding, machining, painting, and fabrication support services for the U.S. Army Aberdeen Test Center (ATC) under Solicitation W91CRB-27-R-A002, with proposals due November 16, 2026 at 2:00 PM Eastern Time. The procurement is a Total Small Business set-aside, and ACC-APG is contracting on behalf of ATC, the using organization. Attachments reference W91CRB-27-R-A005, and the consolidated Q&A covers both numbers.

The contract is a single-award hybrid Time-and-Materials (T&M) and Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity vehicle with a $100.00 minimum guarantee. The ordering period runs December 9, 2026 through December 8, 2031, inclusive of a 45-day phase-in period. NAICS 333992 applies with a 1,250-employee size standard, and PSC is K034. Work is performed at ATC, Aberdeen Proving Ground, Maryland, supporting the Welding Fabrication, Machining, and Paint Shops for the Automotive, Command Staff, Live Fire, Virtual Test & Electronics, and Warfighter cores.

Twenty percent of all contract employees must hold a SECRET clearance at award, and all employees must maintain SECRET clearances throughout performance. The contractor must hold a Secret Facility Clearance. Four Special Access Program personnel are included within the 42-person staffing level, with potential expansion to eight within 30 days. Key personnel are the Program Manager, two Welder Working Leaders (one AWS-certified Welder Inspector with NDT experience and one certified for bridge crane operation), and a Painter Leader. Systems handling Federal Contract Information or Controlled Unclassified Information require CMMC Level 1 (Self) or higher.

The baseline workforce is 42 personnel totaling 80,640 annual hours. The Q&A treats these as estimates, not minimum requirements. The T&M ordering CLINs carry 403,200 estimated hours over the ordering period, and CLIN 0003 is a not-to-exceed amount. A $5 million FFP amount applies to regular and recurring services. Contractor tool costs are embedded in fully burdened T&M hourly rates, with no separate ODC CLIN. The Government furnishes property inventoried in Attachment 3 and maintains equipment maintenance and repairs. Wage Determination 2015-4265 applies.

Evaluation uses Lowest Price Technically Acceptable (LPTA) source selection, with Technical, Past Performance, and Price factors rated Acceptable/Unacceptable. Proposals are submitted as searchable PDF or Microsoft Word files in separate volumes, and the table of contents and summary section count toward page limits. Past performance questionnaires go directly from respondents to the Contracting Officer by November 12, 2026.
