About this opportunity
The Department of the Navy Naval Sea Systems Command (NAVSEA) is seeking to procure 35 units of MK68 Ejector Release Mechanisms (E4000-3361-1-PBOF ERM Linear Actuators, Part Number N83361-1) for the Multi Mission Buoy (MMB) Anchor Separation Mechanism. This is a sole source procurement to Ensign-Bickford Aerospace & Defense (EBAD), the original equipment manufacturer and sole developer of these components. Key contract requirements include firm fixed price terms with delivery required no later than 40 weeks after award, compliance with cybersecurity safeguards per NIST SP 800-171, buy American provisions, and export control regulations. The award will be based on best value to the government considering price, delivery, quality, and past performance as evaluated through the Supplier Performance Risk System (SPRS). The solicitation has a deadline of January 27, 2026, with the primary point of contact being Contract Specialist Jessica Clark (jessica.d.clark27.civ@us.navy.mil, 850-867-3099).
This procurement carries no set-aside designation and will be awarded as a sole source contract to Ensign-Bickford Aerospace & Defense Company, located at 640 Hopmeadow Street, Simsbury, CT 06070 (Cage 96336). The justification for sole source procurement is based on EBAD's exclusive knowledge of the linear actuator design and functionality, with alternative actuator systems having undergone unsuccessful testing; substitution would require costly system redesign, Engineering Change Proposals, and extensive retesting, introducing undefined interface risks and significant schedule delays. The specific award value is not disclosed in the solicitation materials. The place of performance is Panama City Beach, Florida 32407, with deliveries accepted only Monday through Friday between 0830-1500 local time at NSWC-PCD and/or NEDU facilities, with trucks required to obtain base access prior to 1430.

MK68 EJECTOR RELEASE MECHANISMS
- E4000-3361-1-PBOF ERM Linear Actuator, Part Number N83361-1
- Quantity: 35 EACH
The NSWC PCD has a requirement to acquire MK68 Ejector Release Mechanisms for the Multi Mission Buoy (MMB). This purchase is not suitable for full and open competition for the following reasons.
a) Ensign-Bickford Aerospace & Defense (EBAD) is the sole developer and original equipment manufacturer (OEM) this item. As such they are the only source with sufficient knowledge of the linear actuator design and functionality to supply the component.
b) After extensive testing in other relevant undersea weapon systems, non-successful testing of other actuator systems, and trade studies conducted by the development team, these actuators were designed into the MMB’s Anchor Separation Mechanism which created the system design. Replacing the actuators with another product or manufacturer will not only duplicate the effort and delay the delivery of the MMB due to required system redesign, Engineering Change Proposals (ECPs) and extensive testing, resulting in significant schedule delay and increase requirements of funding. The replacement will introduce undefined interface risks.
c) The Government did not purchase or acquire the rights in data and design or a technical data package (TDP) for these items because they are commercial items developed to support the aerospace and defense industry at large.
EBAD is the only source capable of meeting the requirement. As such, the Government does not expect significant savings through competition, and it is more advantageous for the Government to award on a sole source basis to EBAD.
