About this opportunity
The Department of the Navy Naval Air Systems Command Naval Air Warfare Center intends to procure one Parachute Packing Press Model GSU-449/E (PN: COM00150-1; NSN: 1670-99-555-6604) for the F/A-18 Kuwait Classic program, with a pre-solicitation notice due by October 14, 2026, on a sole-source basis.
This procurement is restricted to Allied Defense Industries (CAGE 0GD25), the authorized distributor of Martin Baker equipment and owner of all proprietary engineering data and detailed product drawings. The Government lacks sufficient technical data rights to compete the requirement. Market research by the Lakehurst Technical team identified no alternative vendors.
The sole-source justification rests on cost-prohibitivity of developing an alternate asset. Procuring a different part number would require the Government to fund Preliminary Design Review, Critical Design Review, First Article Test, and Test & Evaluation for a new vendor, plus personnel for a Source Selection Team. Any change in form, fit, or function would necessitate updates to Integrated Logistics Support (technical publications, spares inventory, calibration) at an estimated cost of $100,000 to $150,000. An alternate asset would not be supported, compatible, or interchangeable with the US Navy-approved configuration and would cause the Foreign Military Sales partner to forfeit fundamental benefits under the signed Letter of Acceptance.
The procurement will be processed under 10 U.S.C. 2304(c)(1) and FAR 6.302-1(b)(1), sole-source, firm-fixed price authority.

UPDATED/CORRECTED:
This effort is for the procurement of (1) Parachute Packing Press Model GSU-449/E (PN: COM00150-1; NSN: 1670-99-555-6604) for the F/A-18 Kuwait Classic program.
Under authority 10 U.S.C.2304(c)(1) and implemented in FAR 6.302-l(b)(l), to try to develop this “asset" would incur costs that are not expected to be recouped through competition. Any attempt to procure a different part number would require the Government to fund a Preliminary Design Review (PDR) Critical Design Review (CDR) First Article Test (FAT) and Test & Evaluation (T&E) effort for a new vendor. The Government would have to fund personnel to be on the Source Selection Team to review proposals. Any change in form, fit or function would require changes to the existing Integrated Logistics Support (ILS) (technical publications, spares inventory, calibration) which would incur additional costs for update in the amount of $100,000 to $150,000. The process required to obtain an alternate asset is cost-prohibitive and would force the FMS Partner to utilize an asset that is not supported, compatible or interchangeable with the USN-approved configuration. Hence, the FMS partner would forfeit the fundamental benefits granted per the signed Letter of Acceptance (LOA).
This requirement will be processed under the authority 10 U.S.C.2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Market Research was performed by the Lakehurst Technical team. The only known manufacturer of this item is Martin Baker and there authorized distributor, Allied Defense Industries, CAGE: 0GD25. Allied Defense Industries owns all of the proprietary rights to the engineering data and detailed product drawings. No other vendors were identified through market research. As such, we recommend a sole-source, firm-fixed price procurement to Allied Defense Industries, CAGE: 0GD25.
Update #1 ·
This effort is for the procurement of (1) Parachute Packing Press Model GSU-449/E (PN: COM00150-1; NSN: 1670-99-555-6604) for the F/A-18 Kuwait Classic program.
Under authority 10 U.S.C.2304(c)(1) and implemented in FAR 6.302-1(b)(1)(i), this authority shall be used when the program needs can only be satisfied from only one source with unique capabilities. Any change in form, fit or function would require changes to the existing Integrated Logistics Support (ILS) (technical publications, spares inventory, calibration) which would incur additional costs for update in the amount of $200,000 to $250,000. The process required to obtain an alternate asset is cost-prohibitive and would force the FMS Partner to utilize an asset that is not supported, compatible or interchangeable with the USN-approved configuration.
This requirement will be processed under the authority FAR 6.302-1(b)(1)(i), whereby only one source with unique capability can supply the requested item. Market Research was performed by the Lakehurst Technical team. The Original Equipment Manufacturer of these items is Allied Defense Industries | Cage 0GD25. The US Government does have some technical data rights (e.g., drawings), but is unable to compete this request due to specific proprietary items to Eaton within the design of the end item. Acquisition Method Code: 3H - acquire directly from the manufacturer/US GOV does not have sufficient data. No additional market research was conducted for the reasons discussed above, and as such, it is the Governmnt's intention to conduct the repair procurement on a sole-source basis to Allied Defense Industries | Cage 0GD25.
