About this opportunity

Naval Supply Systems Command seeks support services for monitoring antimicrobial resistance and virulence patterns in ESKAPE+ and bacterial enteric pathogens in Laos, with proposals due July 7. This is a women-owned small business (WOSB) sole source procurement.

Place of performance is Laos, with delivery and inspection/acceptance at both the contractor destination and Naval Medical Research Center Asia in Singapore. The period of performance runs from August 1, 2026 through July 31, 2027 (12 months), structured as a primary contract line item (0001) covering four quarters of work with firm fixed pricing and quarterly payments upon service completion, plus an optional separately priced line item (0002) for a presentation at an international conference.

The contractor must characterize ESKAPE+ and enteric pathogens based on phenotypic characteristics, collect 240 multi-drug-resistant ESKAPE+ isolates and 60 enteric isolates from a minimum of three hospital sites across rural and urban Laos, conduct phenotypic and genotypic antimicrobial susceptibility testing, determine minimum inhibitory concentrations and resistance genes, and obtain regulatory and ethical approvals from in-country institutional review boards prior to sample collection. All personnel must be trained through the Collaborative Institutional Training Initiative and maintain English-language proficiency. Personnel must comply with HIPAA and human subject protection requirements. Deliverables include quarterly technical progress reports, monthly meeting minutes and aggregate results, trip reports, a final comprehensive report, and a draft manuscript for publication. All materials are joint property of the U.S. Government and Laotian partners, subject to the Nagoya Protocol, and require NAMRU INDO PACIFIC approval before public disclosure. The NAICS code is 611310, Colleges, Universities, and Professional Schools. An amendment issued June 24 modified DFARS clauses, incorporating updated antiterrorism/force protection and vendor threat mitigation provisions and revised subcontract language.
