ATTACHMENT 1 - PERFORMANCE WORK STATEMENT (PWS)

Monitoring antimicrobial resistance and virulence associated patterns in ESKAPE+ and bacterial enteric pathogens in Laos

1.0 General Information

1.1 Introduction

The U.S. Naval Medical Research Unit (NAMRU) INDO PACIFIC aims to monitor and characterize emerging and re-emerging infectious diseases of importance to warfighter health and to develop mitigation strategies against threats to warfighter health and medical readiness in the Indo-Pacific region.

1.2 Objective

NAMRU INDO PACIFIC conducts studies on antimicrobial resistance in the Indo-Pacific region, including surveillance and characterization of ESKAPE+ group of pathogens represented by Enterococcus faecium, Staphylococcus aureus, Klebsiella pneumoniae, Acinetobacter baumannii, Pseudomonas aeruginosa, Enterobacter spp., and Escherichia coli and select enteric bacterial pathogens, Campylobacter spp., Salmonella spp., Shigella spp., Vibrio cholerae that present significant risk to civilian and deployed military populations. The objective of this contract is to obtain contractor support services in Laos for the characterization of ESKAPE+ and bacterial enteric pathogens – based on their phenotypic characteristics and to monitor the emergence of novel strains and new antimicrobial resistance patterns.

1.3 Scope of Work

This purchase order is a non-personal, non-severable service agreement for research and development support services related to the tasks outlined in this Performance Work Statement (PWS). The efforts will include facilitating and establishing key collaborator agreements, managing the project to ensure milestone completion, ensuring compliance with research protocols, and maintaining open communication with project collaborators and investigators.

1.4 Background

Antibiotics represent one of the most significant medical discoveries in the 20th century, saving countless lives. Unfortunately, the misuse and overuse of antibiotics have led to the development of resistance among certain microorganisms. The escalation of antimicrobial resistance was recognized as “global threat” by international health organizations. In 2019, global estimates indicated that 4.95 million deaths worldwide were associated with the microorganisms resistant to multiple antimicrobials termed multidrug-resistant organisms (MDRO) or “superbugs”, including

1.27 million deaths directly attributed to these organisms. Without immediate intervention, MDRO infections could cause 10 million deaths annually and cost more than USD100 trillion each year by 2050 according to the World Health Organization. This rise in medical expenses poses a severe threat to the global economy and may push up to 24 million people into extreme poverty by 2030.
