About this opportunity

The Department of Veterans Affairs (VA) Great Lakes Acquisition Center (GLAC) has issued a Special Notice for a sole source contract to provide full-service maintenance for a Philips IQon CT System located at the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. The notice is being issued under Statutory Authority 41 U.S.C. 1901 and will utilize a Class Justification for an Exception to Fair Opportunity (JEFO) that limits service agreements for Philips Radiology and Imaging Systems to the original equipment manufacturer (OEM). The contract will be a base year firm fixed price agreement issued under IDIQ VA797H-17-D-0022, with Philips North America LLC identified as the sole authorized vendor. The procurement falls under NAICS Code 811210 for Electronic and Precision Equipment Repair and Maintenance. The VA has determined that no other vendors are authorized for service based on the JEFO documentation.

The primary objective of this Special Notice is to inform potential contractors about the VA's intent to negotiate a sole source contract with Philips North America LLC for CT system maintenance. Contractors who believe they can meet the requirements must submit capability statements with detailed product and service information, along with customer references, by 10:00am CDT on 03/21/2025. All submissions must be made via email to Jessica Hansen as a Microsoft Word or Adobe PDF attachment, with no telephone inquiries accepted. While alternative vendors are invited to submit capability statements, the government retains full discretion to determine whether to compete the procurement. If no responsive submissions are received, the Contracting Officer will proceed directly with sole source negotiations with Philips. The notice explicitly states that it is not a request for competitive quotes, and no solicitation documents will be made available. Potential contractors should carefully review the detailed requirements and understand that the VA's decision-making process is entirely at its discretion.

Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with PHILIPS NORTH AMERICA LLC (hereinafter referred to as “Philips”) for Full-Service Maintenance of one (1) Philips IQon CT System located at the Clement J. Zablocki VAMC in Milwaukee, WI. A Class Justification for an Exception to Fair Opportunity (JEFO) issued by the Department of Veterans Affairs Office of Acquisition and Logistics National Acquisition Center limits performance of service agreements for previously acquired and installed Philips Radiology and Imaging Systems to the OEM, Philips. Orders will be issued as sole source (to the OEM) in accordance with FAR 16.505(b)(2)(i)(B). All orders will be issued under IDIQ VA797H-17-D-0022. NO OTHER VENDORS ARE AUTHORIZED FOR SERVICE PER THE JEFO.
