About this opportunity

NAVSUP Fleet Logistics Center Puget Sound (FLCPS), part of the Department of the Navy's Naval Supply Systems Command, intends to sole-source an annual Software Service Agreement for Hirsch software to Hirsch Secure, with quotes due November 2, 2026 at 1:00 p.m. Pacific. The structured set-aside line reads No Set-Aside Used, but the notice is sole-source in intent: interested companies submit capability statements considered solely to determine whether to conduct a competitive procurement, and the Government retains discretion not to compete.

FLCPS is procuring on behalf of Navy Region Northwest (NRNW), which requires renewal of Hirsch/Velocity (HVEL version 3.X) licenses and support for the closed-loop intrusion detection and alarm system it operates. Place of performance includes Naval Station Everett, Naval Air Station Whidbey Island, Naval Magazine Indian Island, and Naval Base Kitsap, with quotes submitted to Bremerton, Washington. The firm-fixed-price period of performance runs November 6, 2026 through November 5, 2027.

Requirements include four annual on-site maintenance visits of three days each, quarterly service-level maintenance visits, telephone and email support from 8:00 a.m. to 5:00 p.m. Pacific, Monday through Friday, technical support for the Consolidated Aided Dispatch (CAD) interface to COBOL software, and system analysis across all five bases covering database integrity, performance, backup/recovery, and log reviews. Vendor patches or code modifications must mitigate identified problems within 30 days. Quoters bidding less than the entire effort may be determined unacceptable due to service interrelationship. The work requires compliance with DoD Risk Management Framework and FISMA requirements and falls under the Service Contract Act with Wage Determination 2015-5525 for Washington County of Kitsap, specifying fringe benefits of $5.92 per hour and a minimum of eleven paid holidays annually. Payment processes through Wide Area WorkFlow under DFARS 252.232-7006.

The Government will evaluate price reasonableness and past performance as part of the responsibility determination; no evaluation weighting is stated. No award value is stated. The notice lists an anticipated award in November 2026, and the RFQ anticipates award approximately two weeks after the closing date. Contracting Officer Zoe Sarto is the point of contact. The notice carries NAICS 513210 (Software Publishers) and PSC DG10, and the notice's structured due date reads November 3, 2026.
